4. Planning Application - 23/P/0101/FUL Refurbishment works to an existing multi-storey car park including the demolition and replacement of an existing vertical stair core, the removal of masonry cladding, replacement roof with Photovoltaic (PV) array, general improvements/ maintenance including painting and lighting and associated works. 4.1 The Senior Planner displayed photos and plans for the proposed site and went through the report in detail. 4.2 Afterwards Members asked a number of questions and Officers responded as follows: · There were questions asked around the drainage for the application. The Senior Planner responded that the development would be subject to SAB consent so there would be a Sustainable Urban Drainage System that would be approved by the drainage body. There were also questions around standing water and the measures taken to address this. The Head of Planning & Development explained that the drainage of standing water would need to come in as a separate SAB application and be considered by the Council as the SAB authority for stormwater drainage. · Questions were raised around the planting of trees around the site. The Senior Planner explained that once the Landscaping Scheme had been received then the Landscape Officer would be consulted. The Head of Planning & Development added that the details of the Landscape Scheme could come back to Committee although there were concerns about the effect on timescales for the draw down of the LUF grant. The HPD suggested that as the Landscape Officer would be consulted on the landscaping scheme, Members may be prepared to accept an update via email circulation rather than having to bring back to Committee for approval. Members accepted this. · Toilets and disabilities There was a question around toilets and the provisions for disabled users. The Senior Planner stated that the provision for disabled access details could be added in as a condition. · A question was asked around the provision for parking while construction is taking place and potential road closures during this process. The Senior Planner responded that there are two conditions as part of the application, one of these conditions is that a Construction Environmental Management Plan would be submitted, the other would be for a Car Park Management Scheme which would be in place to ensure the protection of the surrounding area of the site and suitable parking provided elsewhere, these details would follow. · Regarding questions around cladding for the development and whether it was fire-regulated, the Senior Planner explained that once the Materials List was received this would be confirmed. These would be submitted at a later date. There were also questions around the potential to re-use materials from the existing car park. The Head of Planning & Development added that the Materials List would be part of the conditions and when details of this are received, they could be circulated to members. The HPD added that the fire safety aspects of the materials would be dealt with under the Building Regulations. · Questions were asked around undercover parking provisions for bikes and the storage of them. The Head of Planning & Development explained there wasn’t anything regarding bike storage as part of the application but would raise this question with colleagues in terms of any plans for bike parking within the Town Centre. · There was a question regarding how the development would ensure it is a safe space and if the Police had been consulted on the application. The Head of Planning & Development responded that the Police were not consulted on the application, but he would raise this with the Council Officers dealing with the project as it is part of the Levelling Up Fund. The Senior Planner added to this that the Planning Statement mentioned the painting inside with lighter colours to improve lighting, the use of glass and semi-transparent materials which all indicate that the development would be safer than the existing structure. 4.3 Members unanimously agreed to approve the application subject to the conditions laid out in the report.
