4. Planning Application - 22/P/0503/FUL Full planning application for the proposed extension to existing school building, relocation of MUGA and associated works 4.1 The Planner displayed photos and plans and highlighted the following points: · The application seeks full planning permission for a single storey extension on the southern side of Crownbridge School, relocation of the Multi Use Games Area (MUGA) and associated works. The proposed works would increase the capacity of the school from 80 pupils to 130. · The development would benefit from the Welsh Government (WG) 21st Century Schools and Colleges Programme. 75% of the scheme would be funded by WG and the remaining 25% would be funded by TCBC. · The proposed extension would provide 7 classrooms, 4 quiet rooms, 2 hygiene rooms, 1 rebound therapy room, 1 hall, 1 independent living space, 1 staff room, 1 meeting room, 1 office, 1 IT server room, 1 plant room, toilets and storage. · The extension would be surrounded by external facilities. 8 seating areas would have an Ulticolour tarmac surface in varying bright colours including orange, green, terracotta and blue. They would all be linked by general tarmac and an Ulticolour tarmac surface with a light buff colour. There would be 5 mono-pitched canopies. To the south-east, there would be a small area of artificial leisure grass to accommodate 3no. wheelchair access picnic tables and a wet pour rubber surface area to provide a play area and benches. 3 rainwater gardens would surround these hard surfaces. An external plant enclosure would be located on the south-western corner of the extension. · The proposed MUGA would replace a grass amenity area to the south-east of the existing school and north-east of the proposed extension. The width of the MUGA would be approximately 12.3m and length would be approximately 24.5m. It would have an Ultisport tarmac surface. 4.2 Members asked a number of questions and Officers responded as follows: · In terms of planned Green Infrastructure the plan includes the planting of new trees and a new hedgerow as well as the construction of rain gardens. The plan also plans to create hedgehog gaps, bat boxes and sparrow boxes. There is no current plan for the installation of solar panels on the extension but this could be added onto the site in the future. · The loss of green space was not seen to outweigh the benefits of the application and Ecology were not concerned with the loss of the grass as it has limited ecological value. · The drainage has been assessed by NRW who have attached a condition to the application should it be accepted to mitigate any potential problems. · There were concerns from neighbours to the site around potential noise impact, but the developers have taken further noise surveys and the proposed acoustic fence is there to help mitigate this, Environmental Health are satisfied with this but the application includes a condition around monitoring this if there are any issues raised. 4.3 Members approved the application subject to the conditions laid out in the report with 8 Members voting in favour, 1 Member abstained from voting.
5. Planning Application - 22/P/0518/FUL Change of use of a dwelling house (Use Class C3) to an establishment providing 24hour supported living accommodation (Use Class C2) for up to No.7 vulnerable young adults, from age 16, at risk of becoming homeless 5.1 The Planner displayed photos and plans and highlighted the following points: · The application site comprises a two-storey detached dwelling located within a large plot adjacent to Graig Road, located in the west of Upper Cwmbran. It is located within the South West Uplands Special Landscape Area (SLA). The property sits approximately 55m from its nearest residential neighbour to the east, and 70m from those to the south and west. · The proposal is for a change of use from a dwellinghouse (C3) to supported living accommodation for young people aged 16 -25 (C2) at risk of homelessness. This use will include two members of support staff present on site at any time. The proposal is for up to 7 young adult care leavers to be housed. 5.2 The Chair informed members that there were a number of third party speakers who wished to speak in relation to the application and invited the first of the third party speakers to address the committee . 5.3 Mr Chris Harris, local resident, raised the following points: · He was against the proposed site mainly due to traffic and parking being increased due to the narrow public roads. · He was not happy that there is no sewage plan in the application. · He believed that connecting the property up to a mains sewage system would require major work. · He has worries that eventually the premises would be sold off and the next owners could have a different approach with the local community as well as want to change the nature of the business. · He stated he would prefer the permission to be granted on a temporary basis, only accept Torfaen referrals. · He has concerns with a local pub being situated at the end of the driveway for the property and worries this may create parking and traffic issues due to the narrow public roads. · He was amazed at the Traffic & Highways report and its findings, which didn’t find any potential issues with parking and believe it to be similar to a large family home. · He believed that there would be a number of cars parking on the site and looking to leave site at various times, including the potential for food deliveries to be made to the site. · He was worried that there could be potential that there could be potential to block emergency access. 5.4 Councillor Lucy Williams, ward councillor raised the following: · Her purpose for speaking was to represent both sides fairly in her duties as Ward Councillor. · She has previously arranged a public consultation meeting in August to discuss concerns with local residents. · Residents had concerns around the assessment of the young people who would be applying to live in the facility, as well as concerns around a private provider taking over in the long term who would be more concerned with profit. · Residents wanted clarification that this was not going to become a residential home and was in fact going to be used as an Extra Care Facility. · Residents had concerns around the potential increase in anti-social behaviour that this could bring. · Residents also had concerns around the increase in traffic flow and any possible detrimental effects this may have. 5.5 Mrs Kirsty Bryson, Applicant, commented as follows: · She wished to reassure the committee that she had been a nationally qualified youth worker who had worked with vulnerable youth for twenty years. · She felt like there was a massive need for supported accommodation for young people for this. · She wants to teach young people life skills and prepare them for independent living. · She understood the concerns around parking and traffic but reassured that there was plenty of space on site for parking and that none of the residents would have access to a car due their age. · The number of residents this would house would start at 3 but the maximum would be 7 residents. · Due to the fact they would be teaching independent living skills they would not be offering lifts to residents and instead encourage them to be using public transport. · There is lots of land to the back of the house which they were planning on using for activities which they believed would help solve any anti-social behaviour. 5.6 In response to comments raised by the third party speakers the Planner thanked the speakers for their comments. He clarified that a lot of the points raised, particularly by Mr Harris, were addressed in the report. In regards the sewage system Welsh Water have raised no objections. In terms of the parking and traffic there have been no objections raised by Highways and they observed that there wasn’t expecting any additional impact that a large family dwelling would bring. He also reiterated that application is for 7 residents and any further work to the site would subsequently need to be on a new application. 5.7 Members asked a number of questions and Officers responded as follows: · The application doesn’t concern any improvements to the business itself and any building work needed would be in a separate application, at which point Highways and Environmental health would be consulted to determine any impacts to traffic flow or local residents. · The site is semi-secluded which should mean that any noise disturbance is mitigated and should be similar to a normal family dwelling. · The application doesn’t involve any external work to the property and any internal work would not be included on the planning application itself as its not subject to planning permission. · In terms of car ownership, this would not be expected to be higher than that of a large family based on the existing dwelling itself, as well as Highways being satisfied with the parking provision on site. · With regards monitoring the site over the temporary 3-year permission, this would refer to monitoring any complaints or issues and if the application was resubmitted for a permanent basis that would subsequently be reviewed at that time. · Permission would be granted on a personal basis with the applicants so should they sell the premises in the 3-year period that permission would no longer be valid. · The use of the property would be C2 and a condition has been added to the application that should there be further changes to be proposed then this would need a new separate application. · The sewage is covered by Welsh Water and confirmation from Environmental Health has been sent to confirm the property is served by a public sewer network. 5.8 Members approved the application subject to the conditions laid out in the report with 7 Members voting in favour, 1 Member voting against.
