Ystyriodd y Cabinet ddiweddariad ar Stadiwm St Helen's yn Abertawe, a sut i'w ailddatblygu yn stadiwm gymunedol ac yn gartref i dîm rygbi'r Ospreys. Cymeradwyodd y Cabinet ymrwymo'r £5.1m llawn, rhoi prydles 50 mlynedd i'r Ospreys, a throsglwyddo rhydd-ddaliad clwb y stadiwm i'r cyngor, yn amodol ar asesiad pellach o reolaeth cymhorthdal (gwiriad nad yw arian cyhoeddus yn ffafrio un busnes yn annheg). Eithriwyd y penderfyniad rhag galw i mewn, sef proses sy'n caniatáu i gynghorwyr ofyn i benderfyniad gael ei adolygu cyn iddo ddod i rym.

Call In Procedure - Urgency: This decision is exempt from the Authority’s Call In Procedure as “either the Head of Paid Service, the Section 151 Officer or the Monitoring Officer certifies that any delay likely to be caused by the Call In Procedure could seriously prejudice the Council or the Public Interest including failure to comply with Statutory requirements”. The Cabinet Member for Economy, Finance & Strategy submitted a report that provided an update on St Helen’s Stadium and sought approval of the steps required to redevelop the Stadium for it to be fit for purpose, as set out in previous Cabinet reports, as a Community Stadium and as the home for Ospreys Rugby. Resolved that: 1) It be noted that following the decision of Cabinet in March 2026, the initial actions to facilitate the works at St Helen’s under the clear rationale they were for community usage have now been enacted and commenced. This included sufficient due diligence and appropriate legal agreements to protect the Council interests at this stage of the redevelopment. 2) Subject to the satisfactory completion of a further subsidy control assessment, the following be approved: i) Committing the full £5.1m as originally approved by Cabinet in December 2024 by way of investment into St Helen’s as an enhanced community provision ii) The granting of a 50-year lease to the Ospreys, with the freehold of St Helen’s Clubhouse being transferred to Swansea Council, to form part of the lease. 3) Authority be delegated to the Head of Property and Regeneration, Chief Executive, Chief Legal Officer and the Section 151 Officer to approve the terms of the lease with the Ospreys and to enter into any other legal documents necessary to deliver the works and the project generally.
Cabinet were requested to exclude the public from the meeting during consideration of the item(s) of business identified in the recommendations to the report(s) on the grounds that it / they involve the likely disclosure of exempt information as set out in the exclusion paragraph of Schedule 12A of the Local Government Act 1972, as amended by the Local Government (Access to Information) (Variation) (Wales) Order 2007 relevant to the items of business set out in the report(s). Cabinet considered the Public Interest Test in deciding whether to exclude the public from the meeting for the item of business where the Public Interest Test was relevant as set out in the report. Resolved that the public be excluded for the following item(s) of business. (Closed Session)
Councillor C A Holley asked several questions relating to Minute 23 “Redevelopment of St Helen’s”.
Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
Caiff datganiadau eu darllen o'r cofnodion unwaith y byddan nhw wedi'u cyhoeddi.
Yn rhestru cynghorwyr presennol y cyngor yn unig. Nid yw aelodau cyfetholedig, swyddogion a chyn-gynghorwyr yn cael eu dangos.
