Resolved that the Minutes of the Economy & Infrastructure Service Transformation Committee held on 11 June 2026 be approved and signed as correct records.
The Head of Property Services submitted a “for information” report which set out the background to the current investigations into the potential for developing a Swansea District Heating Network. The views of the STC were sought on the general principle and if the Council should play a role in promoting the opportunity. Members noted the key areas in the report which included: • Background to the idea and Council’s net zero strategy and ambitions; • Development work and consultation and feasibility study and works carried out to date; • The development journey already undertaken and the area to be potentially covered by the scheme along the south side of Fabian Way corridor from SA1 down to Swansea University; • Stakeholder participation undertaken to date; • The possibility of two different schemes being developed, the first linked to a new data centre alongside the lagoon, with the second utilising waste heat from the current Welsh Water treatment works on Fabian Way; • The huge potential cost of either scheme and the likelihood that the Council would not be able to fund it themselves; • Findings and recommendations of the outline business case to date will be presented to officers over the summer. The Cabinet Member for Transformation supported the officer comments relating to the cost of developing either scheme and indicated that the Council would take an enabling, development and facilitating role in any scheme’s progression and look to support and assist partners and investors, as the cost would be too high for the authority to fund itself. Members discussed the report and asked various questions of the officer who responded accordingly. The Chair thanked the Cabinet Member for Development and the Head of Property Services/Officers for the informative report. The Chair and committee members also wished Geoff Bacon a long, happy and healthy retirement as he is due to retire next week after 35 years service with the authority.
The Cabinet Member for Culture, Human Rights & Equalities outlined that the report summarised the current position with the Strategy that was adopted by Cabinet in April this year and will be formally launched in September with partner agencies and stakeholders. Tracey McNulty and Nerys Evans then presented the “for information” report which provided the Committee with an update on Swansea’s Culture Strategy 2026–2031, with reference to its contribution to the Council’s Economy and Infrastructure Wellbeing Objective, including creative industries, cultural tourism, placemaking, skills, regeneration and partnership delivery. The Committee was invited to discuss the report and provide views on how the Culture Strategy can best support Council objectives including opportunities for strong alignment with economic development, placemaking and regeneration priorities. Members noted the key areas in the report which included: • Background to the strategy’s introduction; • Strategy’s role in supporting cultural identity and creative industries; • Risk assessments undertaken; • Governance arrangements, delivery of the strategy and the next steps following its formal launch in September 2026; • Stakeholder participation and engagement undertaken during the 18 month development of the strategy. Members discussed the report and asked various questions of the officers relating to the strategy who responded accordingly. The Chair thanked the Officers for the informative report.

Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
