Karen Gibbins presented the annual report to the Panel. • The report sets out Swansea Public Libraries’ performance against the Welsh Public Library Standards for the 2024/25 reporting year, as assessed by the Welsh Government. • Swansea Council met all 13 core entitlements required under the Welsh Public Library Standards framework. Of the seven quality indicators with targets, three were achieved in full and one in part, with performance constrained by staffing qualification levels and opening hours which was not fully met due to growth in population. • Customer satisfaction remains strong, with continued growth in digital usage, including increased uptake of e‑books, e‑audio books and e‑newspapers. • Library events, informal support activities and virtual visits continue to perform well, and libraries remain well used and valued within their communities. • The Panel welcomed reassurance that there is no intention to reduce library opening hours and that the service continues to explore flexible approaches, including self‑service access, to support longer availability where possible. • The move to Y Storfa has encouraged to hear that footfall, new memberships and usage are increasing. Meaningful comparisons will take time over subsequent years. The Panel requested some early data comparisons. • Community hubs were discussed, including the balance between larger hub libraries land smaller local libraries. Shared workspaces, privacy and capacity were highlighted. • The Panel queried ongoing challenges associated with ageing estate and limited capital funding. • Further discussion focused on outreach to schools, literacy promotion and support for rural and vulnerable residents. It suggested displaying local historical images in libraries. • It welcomed the positive assessment from the Welsh Government, acknowledged the challenges facing the service, and praised the continued commitment of staff in delivering a valued library service for Swansea’s communities.
