Letter to Cabinet Member following the meeting on 24 March 2026 and the response were noted.
A member of the public attended and asked what action the Council is taking to educate the public and reduce the risk of fires, particularly on common land. Cllr Harrington and officers responded stating that the Council works closely with Mid and West Wales Fire and Rescue Service and has developed a Household Emergency Plan as part of its climate adaptation work. The plan is available through the Swansea Project Zero website and provides links to advice and guidance on fire risk and emergency preparedness. The Council also intends to promote climate-related engagement through a programme of public drop-in sessions and climate cafés. The member of the public suggested that information about climate change and fire risk could be promoted through school geography lessons to improve awareness amongst young people.
Panel agreed its role.
Councillors Harrington, Fogarty and Williams, together with relevant officers presented an update on progress towards the Council’s Net Zero 2030 ambition. The Panel heard: • Carbon emissions have reduced significantly since the programme began but have recently plateaued. • Earlier reductions were achieved through energy efficiency measures and operational changes. • Future reductions will require larger-scale retrofit programmes, renewable energy projects and further fleet decarbonisation. • A new retrofit contract is now in place to support delivery through to 2030 and beyond. • Approximately 16% of the Council fleet is now electric or hybrid. • Swansea remains ahead of the Welsh local government average in relation to fleet decarbonisation. • The Council continues to explore solar generation, battery storage and other renewable energy opportunities on Council assets. • Fuel supply disruption and energy security risks are now included within the Council’s strategic risk register. Key questions raised by Members included: • Why have carbon emissions plateaued and what actions will restart reductions? • Is the Council still on track to achieve Net Zero by 2030 and what risks could prevent delivery? • What additional staffing, skills or governance arrangements are required to accelerate progress? • What plans are in place to decarbonise schools and education buildings? • Is the current rate of fleet transition sufficient to meet the 2030 target? • What carbon and financial savings have been achieved from fleet decarbonisation? • How are electric refuse vehicles performing in practice, particularly regarding range, payload and weather impacts? • How is the Council measuring the effectiveness of staff behaviour change initiatives? • What opportunities exist to increase renewable energy generation on Council assets? • How resilient are Council services to fuel and energy supply disruption? Members welcomed the progress made to date whilst recognising the significant challenges associated with funding, resources, contractor capacity and technological change.
Councillor Andrew Williams and Jane Richmond presented an update on progress towards the Council’s Climate Change 2050 objectives, including work undertaken within the community and across the Council’s workforce, what has been achieved to date and the key priorities for the coming year. The Panel heard: • The Resilient Swansea Strategy was launched in July 2026 following extensive engagement with communities and partners. • Swansea was one of the first authorities in Wales to adopt a bottom-up approach to climate adaptation planning. • A detailed community action plan has been developed. • A Swansea Project Zero website has been launched to provide climate change, adaptation and resilience information. • A Household Emergency Plan has been produced in partnership with emergency services and other organisations. • Preparatory work is underway to develop detailed climate risk assessments across Council services. Key questions raised by Members included: • How will delivery of the Resilient Swansea Strategy be measured? • What outcomes should the Panel expect to see over the next 12 months? • What evidence is there that residents, businesses and community groups are using the Swansea Project Zero website? • How will website engagement be monitored? • Which communities and sectors require greater engagement through the Climate Charter Signatories Group? • How will Climate Cafés reach people beyond those already interested in climate issues? • What is the timetable for service-level climate risk assessments? • How will climate risks be incorporated into risk management, service planning and business continuity arrangements? • What climate risks have already been identified across Swansea services? • How does the Council assess value for money and long-term impact through the Environmental Partner Framework and Climate Champions Initiative? • Are there plans to monitor the ecological benefits of bird and bat boxes installed through housing schemes? • How will the new climate change and nature training arrangements improve engagement and participation? The Panel discussed the National Emergency Briefing Film. Members heard that a screening would be arranged for councillors ahead of the September Council meeting (3.30pm on 3rd September 2026).
Panel agreed its work plan for 2026-27.
Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
Caiff datganiadau eu darllen o'r cofnodion unwaith y byddan nhw wedi'u cyhoeddi.
