The Panel considered the outcomes of recent Care Inspectorate Wales (CIW) inspections and the joint Health Inspectorate Wales (HIW)/CIW inspection of the Community Mental Health Team. Panel Members welcomed: • The excellent leadership and management rating achieved by the Domiciliary Care Service. • The excellent ratings achieved by Rose Cross House. • Positive feedback regarding dignity, independence, person-centred care and support for individuals. Questions and discussion included: • Progress made against improvement actions at Tŷ Cila and Maes Glas, with officers reporting improvements to supervision, appraisals, staff engagement and training compliance. • The Maes Glas refurbishment programme, including temporary relocation arrangements and assurance that additional pressure would not be placed on Tŷ Waunarlwydd. • Reasons behind the strong inspection outcomes achieved by Rose Cross House and the Domiciliary Care Service and how best practice is shared between services. • Training arrangements for care coordinators and whether social workers receive dementia and Alzheimer's training. Officers explained that relevant training is available and enhanced Care and Treatment Plan training is being rolled out. • Social work involvement in multidisciplinary care planning and how contributions are recorded and evidenced. • Safeguarding processes within the joint health and social care environment and the monitoring of safeguarding actions. • Service-user experience, crisis support arrangements and workforce pressures affecting psychiatry and psychology services. Members heard that Adult Services is contributing to ongoing reviews of Community Mental Health Services. • Progress against the Community Mental Health Team improvement plan, with officers advising that most actions are complete or progressing well. Remaining challenges relate mainly to training, IT systems and wider transformation programmes. • How inspection recommendations are monitored and translated into service improvements through governance, performance management and scrutiny arrangements. • Lessons learned from inspections, including the importance of maintaining the individual's voice at the centre of service delivery and evidencing positive outcomes.
The Panel received the Adult Services Performance Monitoring Report for May 2026 and welcomed the revised reporting format built around Prevention, Promoting Independence and Prioritising Resources. Key areas of discussion included: • The Home Care Assessment and Reablement Service and the decision to distinguish between different cohorts to better understand outcomes and improve capacity. • How the Early Help service measures whether interventions prevent future demand for longer-term support. Officers advised that reporting arrangements are being strengthened. • Care and Support Plan reviews, with Members noting that around 80% of plans are in date. Officers explained how overdue reviews are prioritised according to risk while ensuring access to support remains available. • Opportunities for services achieving lower inspection outcomes to learn from higher-performing services through management networks and sharing of best practice. • The impact of increasing safeguarding referrals on response times and service quality. Officers advised that all referrals continue to be reviewed and triaged immediately, although increasing complexity can lengthen completion times. • Support available to carers, including revised respite arrangements that enable respite care to be planned and booked in advance. • The continuing increase in demand for commissioned home care and whether prevention and independence initiatives will be sufficient to contain future demand. Officers advised that positive progress is being made, although financial sustainability remains a significant challenge.
The Cabinet Member updated the Panel on progress against the Council's Better Care commitments. Members welcomed the positive progress reported, particularly around prevention, reablement, support for carers and partnership working. Discussion focused on: • Clarification that the reported £750 million Better Care investment relates to a five-year period. • Lessons learned from the significant reduction in delayed transfers of care, including improved allocation of resources, greater focus on social work priorities and strengthened alternative pathways through Early Help, Reablement and community-based support.
Panel agreed its work plan for 2026-27 with the addition of the item ‘Community Mental Health Team Inspection – Update on Improvement Plan (including progress against recommendations and timelines)’ Panel also agreed that: • Future reports should include a glossary of acronyms and technical terms to assist understanding. • Pre-meetings to be introduced to allow Panel Members to discuss issues and provide questions in advance where possible.
