Resolved that the Minutes of the Education & Skills Service Transformation Committee held on 26 November 2025 be approved and signed as correct record.
Officers jointly presented a report which provided the committee with updated information which followed on from the report and discussion at the previous meeting on the topic in October regarding the food offer in Swansea schools. Also contained within the report and its appendices for the committee to consider were a draft Statement for Food in Swansea Schools and a draft Memorandum of Understanding between the Catering Service and Swansea Schools. In order to keep the statement concise and to one page, it contains various references/links to information and sources elsewhere. The main areas covered by the statement are: a. Responsibilities of schools and the catering service b. Healthy eating and options available at school c. The free school meal offer d. Online payments e. Dietary provision/special diets f. Breakfast club offer g. Waste The intention would be once agreed to publish both documents on the Council’s website and share widely with all Swansea schools. The statement could be reviewed annually through the focus group that has been established and also through the annual review of the service level agreement with school representatives. Members also asked numerous questions of the three officers, who responded accordingly and provided answers and a verbal update and additional information relating to the provision of food in schools, particularly around the following areas – special diets/allergies and the detailed procedures and practices in place to deliver and monitor this offer, different daily meal choices avaible for young people which includes options for vegetarian/vegan/halal, impact of new waste regulations, training of staff and health eating options. Members suggested cross referencing the memorandum in the statement which officers accepted. The Chair suggested that a letter of praise and support be sent from the committee to all school kitchen staff to thank them for their daily commitment, enthusiasm, high standards and dedication in providing over nineteen thousand meals a day to young people in Swansea schools. Members welcomed and fully supported the suggestion. The Chair and Cabinet Member welcomed the information and update provided and thanked the Officers for their work in preparing and presenting both the report and the verbal update at the meeting.
The Chair outlined the workplan for the committee for the remainder of the municipal year.
Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
Caiff datganiadau eu darllen o'r cofnodion unwaith y byddan nhw wedi'u cyhoeddi.
Yn rhestru cynghorwyr presennol y cyngor yn unig. Nid yw aelodau cyfetholedig, swyddogion a chyn-gynghorwyr yn cael eu dangos.
