Resolved that the Minutes of the Education & Skills Service Transformation Committee held on 15 October 2025 be approved and signed as correct record.
The Principal School Improvement Adviser and Performance Specialists for both Mathematics & Numeracy and Languages, Literacy & Communication jointly presented a detailed report which provided the committee with an update on the agreed actions from the meeting in September and offered a draft outline for consideration of a manual/framework to support school self-evaluation regarding reading and numeracy for schools in Swansea. The areas outlined in the report and the supporting verbal presentation at the meeting included: · Areas to strengthen leadership and strategic planning, · Possible changes to roles and responsibilities for teachers that are possible within the current legislative frameworks, · Further training for governors to support their ability to better evaluate skills provision and performance in schools, · Improve self-evaluation and quality assurance and the development of a new tool kit for schools, · Next steps and consultation/feedback to be sought on the draft frameworks from various groups, bodies and practioners. The draft self-evaluation framework/manuals for both reading & numeracy were outlined in the appendices to the report and officers also referred to these in their verbal update including the following areas: · Need for the two documents to be similar but different and more specifically targeted towards their subject areas, · Different themes contained within each separate framework, · Focus on the development of authentic & relevant activities in both topic areas, · Different leaders and drivers for taking forward the frameworks in schools for the two subject areas and the links needed to be further developed with parents/carers and the wider community, · Different options and focus needed for delivery and approach for both the primary and secondary sectors, · Targeted support for pupils requiring it and changes to professional support for staff, · Aim is to make the frameworks a useful and supportive guide for schools to utilise and build on going forward. Members made various comments regarding both the report and the details contained within it and the additional information provided by officers via the verbal presentation during the meeting, particularly around the use of plain English in the frameworks going forward, impact of social media and online usage and the different ways that young people now read, potential for more support and engagement with governors/ governing bodies. Members also asked numerous questions of the three officers, who responded accordingly. The Chair and Cabinet Member welcomed the information and update provided and thanked the Officers for their work in preparing and presenting both the report and the verbal update at the meeting.
The Head of Achievement & Partnership Service on behalf of the Director of Education presented a report which sought to confirm that the committee was clear about the two outlined education transformation projects core purposes and end state/outcomes as highlighted and outlined in the PPA review undertaken earlier in the year by the Welsh Local Government Association. Resolved that 1) The committee noted the recommendation from the PPA review. 2) The committee confirmed that the core purpose and end state of the projects is to a) ensure sufficient additional needs places via the specialist teaching facilities (STF) review, and b) the creation of a Strategic School Provision Plan.
