Resolved that the Minutes of the Social Care & Tackling Poverty Service Transformation Committee held on 21 July 2025 be approved and signed as a correct record.
Sue Peraj, Adult Services Principal Officer for Early Help presented a “for information” report to provide the Social Care and Tackling Poverty Service Transformation Committee with an update on the Early Help strategic approach in Adult Services. The report set out the development of the Adult Services Early Help offer and outlined the next steps: · Stakeholders sign-up to a shared vision for Early Help. · Recruit to the new Early Help lead worker posts. · Strengthen public awareness of the Early Help offer. · Develop timeline for new and re-commissioning activity, to maximise alignment with Early Help. · Co-production with partners on existing and new pathways of Early Help support. · Development of the Early Help performance framework for outcomes and activities. · Evaluate Early Help pathways and cost, using data and evidence to shape existing and future offers. · Implement a Quality Assurance framework aligned with the Target Operating Model. The Committee raised questions about communication, referral processes, evaluation, risks, and opportunities for councillor involvement. Councillor Gwilliam, Cabinet Member for Community (Support) committed to ensuring that the relevant information be provided to Councillors regarding the referral process. It was also noted that any referral for a young person would require parental consent. The Chair thanked the officers for the update.
Helen Williams, Principal Officer for Young People and Adolescent Services, supported by Amy Barrett, Team Leader Child & Family Services provided a “for information” report which presented an overview of the When I Am Ready (WIR) scheme and outlined proposed changes to improve consistency, clarity and sustainability of the offer for young people and WIR providers. The Social Care and Tackling Poverty Service Transformation Committee were invited to consider the report and give their views on the proposal. The When I Am Ready policy supports care-experienced young people to remain with their foster carers beyond age 18 and up to age 21 if the young person remains in education or training. The report highlighted proposed changes to the financial arrangements associated with WIR placements. The aim being to ensure the financial framework was equitable, transparent and aligned with best practice, while remaining financially viable for the local authority. The Committee sought clarification on the financial implications however these could not be confirmed at this time as a complete financial assessment would need to be undertaken prior to implementation. The Committee expressed their support in principal and thanked the officers for the opportunity to provide their views on the proposals.
The Chair presented the Work Plan for 2025-2026. Dave Howes, Director of Social Services highlighted the need for a session on target operating models and end states for service transformation as part of the Peer Performance Assessment undertaken in June 2025. It was agreed that an item be scheduled towards the end of the year to ensure clarity on long-term outcomes and alignment with council transformation goals. Resolved that the report be noted.
