Resolved that the Minutes of the Education & Skills Service Transformation Committee held on 11 June 2025 be approved and signed as correct record.
The Head of Education Planning and Resources Service presented a report which provided the committee with contextual information regarding the school meals service in Swansea and suggested the production of a statement regarding the food offer in Swansea schools. She along with the Team Manager Catering & Cleaning and the Operations Manager Catering spoke further to the circulated report and outlined and detailed a wide range of information, including: · Schools in Swansea are offered a Service Level Agreement (SLA) each year where they can decide if they want to buy into the council’s school catering service or seek an alternative offer. There are only two secondary schools that do not buy into the council service (Olchfa School and Morriston Comprehensive, both of which provide an in-house service). This means that the council’s catering service covers 12 secondary schools, 77 primary schools, 2 special schools and the pupil referral unit, · On average the catering service provides in excess of 12,000 meals a day in primary schools and nearly 7,000 in secondary schools, as well as offering a breakfast or mid-morning option in many secondary schools and a free breakfast club in all primary schools, · The service employs around 550 members of frontline staff (cooks in charge and kitchen assistants). Schools are responsible for providing lunchtime and breakfast club supervision staff, · Recent changes impacting on service delivery include the major development for school meals and the Welsh Government’s universal free school meal (FSM) programme. Swansea Council completed its roll out of the free meal provision to all primary school learners by the Welsh Government’s target date of September 2024, · New waste regulations came into force in 2024, this has had a considerable impact on shared waste bins between the school and the catering service, as well as requiring a review of the packaging used, particularly in secondary schools. In primary schools it has been reported that some young people are arriving at school with a packed lunch as well as taking their free meal, which is also impacting on the level of food and packaging waste. · Welsh Government is also currently out for consultation on new healthy eating regulations which will replace those currently being followed and changes to the menu will be required and clarity is needed on the options for special diets, · A new food purchasing contract is now in place which requires more local food produce to be made available, · Committee was asked to consider a range of possible options and actions to transform the service going forward, and address the recent changes highlighted above, culminating with a draft statement of intent for food in schools that could be considered for publication on the council’s website. · Thes options included: o survey schools for feedback on the current provision, o establish a focus group with a selection of service users and staff from both catering & school backgrounds, o undertake a site visit with STC members and provide feedback, o test a new menu on the draft healthy eating guidance with a sample of schools in the autumn term and gather feedback, o work and liaise with Cardiff Council to understand their recent catering review and learn from their experiences, o draft a memorandum of understanding between schools and the catering service on roles, including support for special diets/medical needs, o establish a food waste monitoring system for school kitchens and record what dishes aren’t popular to minimise waste and reduce costs, o digitalise elements of the service to provide efficiencies and establish training where necessary. Members made various comments regarding both the report and details contained within it and the additional information provided by officers during the meeting and asked numerous questions of the officers, who responded accordingly. The Chair and Director welcomed the information provided and thanked the Officers for the work in preparing the report and welcomed the suggestions for the STC to look at during the year. Resolved that the report be noted and the areas outlined above form the basis of the STCs review of the topic during the municipal year.
