The Leader and Ben Smith attended to give a verbal update and answer questions. · The current outlook remains relatively positive at the mid-term mark. · The main risk is the potential failure of Welsh Government to pass its budget in March. Negotiations between parties are progressing well, with expectation of agreement on a combined budget in the New Year. · Cabinet has begun work on savings proposals for the next financial year. No significant issues have been raised at this stage. · A provisional Welsh Government settlement is confirmed at a 3.4% like for like uplift for the authority, the second highest in Wales. · Provisional allocations of grants have been published, with further details expected in January. · The current in year position shows a £1m overspend, but contingency and grant funding result in an effective underspend. · Capital spending is slower than ideal, but this allows deferral of borrowing and treasury gains. · Pension fund revaluation is expected to deliver significant employer savings. The final actuarial certificate is due in March. Any employer savings would be recycled to support the overall budget position. · Schools reserves remain high compared to other authorities. £1m is set aside for schools at risk of deficit. Schools reserves are not held equally across the estate, therefore schools at risk provision is set at a level to support the small number of schools with the largest deficits. This provision will be reviewed at the end of the year.
The Leader and officers presented a progress update on the draft plan: · The Placemaking Plan aims to guide regeneration and investment in Swansea City Centre over the next 8–10 years. · It will replace the Swansea Central Area Regeneration Framework (SCARF) adopted in 2016 and inform the Local Development Plan. · Extensive engagement includes over 800 participants in public consultation and 450 online survey responses. Workshops were held with stakeholders including Welsh Government, Business Improvement District (BID), Design Commission for Wales, and Regeneration Swansea. · The study area has been expanded to include the city centre from Upper High Street to the seafront and from the river to Westway. · It includes six Citywide Strategies based on placemaking principles. · There are five action area plans – Central Core, City Waterfront, City North, Tawe Waterfront, and Upper High Street. · It includes site specific interventions plus 12 new priority schemes to improve retail, leisure, and pedestrian connectivity. · The delivery strategy includes a leasing & marketing strategy, climate change mitigation, and collaboration with Welsh Government and private partners. · Risks include financial viability and narrowing funding landscape with gap funding likely required. · The draft is expected to be brought to Cabinet in January or February with further consultation in March before being adopted. · Questions were asked about CCTV, other potential loss leaders to increase footfall, signage, the Civic Centre and the longevity of the “Shopper Hopper”. It highlighted the importance of securing match funding and increasing land value and praised the newly opened Y Storfa. · The Panel highlighted the need to integrate future public transport options with active travel measures into the movement strategy and were informed about a proposed small transport hub at the Strand. A new parking policy is also being developed. · The Panel suggested workshops for all councillors. Officers agreed to arrange sessions in the new year. It also suggested smaller, more focused versions of the plan highlighting the action areas. Officers agreed to exploring this approach.
Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
Caiff datganiadau eu darllen o'r cofnodion unwaith y byddan nhw wedi'u cyhoeddi.
