The Panel thanked the Strategic Skills Co-ordinator (Education) for his thorough update on the activities and progress made by the Swansea Skills Partnership (SSP). He outlined: · The focus of the Partnership · Explaining in second year of five year plan and continues to consider its three strategic priorities and updated on these workstreams · Workstream one: Develop stronger collaborative partnerships with employers · Workstream two: Develop stronger collaborative partnerships to explore the delivery of 14-16 vocational programmes from a place and provision perspective · Workstream one: To establish collaborative partnerships to develop and deliver a wider range of high-quality post 16 programmes. The Panel were keen to hear about progress in relation to, for example, involving businesses and about the industry person who has been appointed to the partnership from the CBI in Wales; the secondment of a performance specialist for Careers and Work Related Experiences and the Swansea Pledge. In summary, the Panel heard that one year on from the last update, the refreshed approach to the SSP and the introduction of new workstreams continue to generate strong engagement from partners across all organisations. Over the past year, these workstreams have made a considerable impact - supporting the development of vocational and employability skills, enhancing progression opportunities and raising learner aspirations across Swansea. The Panel asked: · whether, with regards to the Swansea pledge, schools are being encouraged to reach out to the different businesses within their immediate vicinity, do we help them to do this. Also, do we assist those pupils who wish to become self-employed. · some of the areas offered will be quite specialised, for example, hairdressing, engineering, catering and so on. There are 7 secondary schools with six forms and some of this may be beyond them at present, both in terms of their staffing and their expertise, also in terms of the facilities that they have. How are we working to address this. · in terms of post 16, how much are our learners with additional learning needs taken into consideration when we are developing and thinking about appropriate courses. The views of the Panel will form part of the letter to the Cabinet Member following this meeting.
The Panel thanked the Head of Education – Planning and Resources for the detailed presentation looking at progress being made in relation to the sustainable communities for learning projects. She outlined: · An overview of the programme · The new rolling strategic outline programme revision · Wave 1 (Years 1-3/remaining Band B) progress · Wave 2 (Years 4-6) progress · Local Development Plan Strategic sites · Programme risks and issues · Universal Free School Meals · Community Focused Schools · Additional Learning needs · Childcare and early years capital programme · Capital maintenance programme The Panels asked about how the risks associated with working with housing developers could be mitigated. The Panel were pleased to hear about the progress being made with the overall programme and would put their views in the letter to the Cabinet Member.
The Panel discussed their end of year review of the work they completed in 2024/2025 municipal year. They felt that broadly the subjects they looked at were the right ones. They felt that numbers attending the school visits could be better. There are a number of issues the Panel would like to schedule in to their work programme for the coming year including: cookery in schools, literacy (in particular reading), a cluster of schools with regard to the curriculum for Wales and a visit/meeting with Brynhyfryd Primary School.
