In accordance with the Code of Conduct adopted by the City & County of Swansea, no interests were declared.
Resolved that the Minutes of the Social Care & Tackling Poverty Service Transformation Committee held on 24 February 2025 be approved and signed as a correct record.
The Head of Adult Services and Tackling Poverty provided a “For information” report to update the Committee on the Prevention and Early Help strategic approach in Adult Services. The Committee asked various questions, which the officer responded to accordingly. The Cabinet Member for Care Services thanked the Head of Adult Services & Tackling Poverty and her team for all the work involved with this piece of work.

The Tackling Poverty Strategy & Development Manager provided a “For information” report on the Swansea Poverty Truth Commission – Evaluation and Update report. He introduced Mary Sherwood, facilitator with Swansea Council for Voluntary Services (SCVS) who outlined the results of the Evaluation Report, the learning and recommendations that came out of the three working groups, followed by the next steps. The Tackling Poverty Development Manager explained that they would work with the Poverty Truth Commission facilitation team to explore ways to learn from the recommendations and take them forward, in particular the prominence of the “live voice” in all the work undertaken.
The Tackling Poverty Service Manager presented a “For information” report to provide an update on the Tackling Poverty Strategy Refresh. He outlined all of the development work that had been undertaken as well as the next steps in advance of the formal launch campaign for the public consultation. The Chair thanked the Tackling Poverty Service Manager for the update and highlighted the need for the various accessible versions of the final Strategy.

The Social Services Strategy and Performance Improvement Officer presented the Social Care & Tackling Poverty Service Transformation Committee Annual Report 2024-2025 “For information” which summarised the work programme for the year. It was suggested that the following be added to the report: · Paragraph 2.3 - Digital inclusion paragraph – add reference to Digital Exclusion; · Paragraph 3.2 – Looking Ahead – include reference to the ongoing work that will roll over to the 2025-2026 Municipal Year; · Add reference to the inroads made in relation to Co-production; · Add thanks to all the officers involved in providing the Committee with the relevant information in order that they can make informed contributions for each subject matter. The report would be combined with the other Service Transformation Committee Annual Reports and presented to Annual Council on 15 May 2025. The Chair thanked the officer for compiling the report on behalf of the Committee.
The Chair presented the Work Plan “For information”. The Chair thanked all of the Committee for their contributions during the year as well as the Officers for their informative updates and information presented to the Committee. In addition, she thanked the 3 Cabinet Members who had supported the Committee at all of their meetings during the Municipal Year. The Cabinet Member for Care Services thanked the Chair for promoting the co-productivity via the work plan and looked forward to working on next years items.
