A report was presented on behalf of the Head of Planning & City Regeneration. The application had been deferred under the two stage voting process at the Planning Committee held on 3 September 2024 so that further advice could be provided with regard to the potential reasons for refusal raised by Members. The two potential reasons for refusal highlighted by members at the previous meeting were outlined and detailed in the report but officers indicated that only the reason relating to traffic was able to be considered due to the factors outlined in the report. It was further outlined that the officer recommendation of approval remained unchanged. A visual presentation was provided. Councillor D Jenkins (Local Member) made a statement under paragraph 14(2) of the Code and spoke against the proposal then left prior to discussion. Councillor Sue Jones (Local Member) addressed the committee and spoke against the proposal. Councillor Lyndon Jones (Local Resident) addressed the committee and spoke against the proposal. Carl Jones (Objector) addressed the committee and spoke against the proposal. Luke Grattarola (agent) addressed the committee and spoke in support of the application. Report updated as follows: Three further pieces of correspondence has been received following the September Planning Committee. One is a further letter of objection from an anonymous member of the public. The letter objects to the principle of building 216 houses on the site and states that these houses should be built elsewhere. Objection is also made to the roads not being big enough to accommodate the proposed development and that sufficient parking is not normally provided for new houses. The second letter (from an objector) refers to the content of the report being presented to the October Planning Committee meeting. The letter criticises the draft reasons for refusal and considers them to be weak. The letter suggests that the reasons for refusal set out in the report are substituted for a series of refusal reasons, which include; • The impact of increased traffic flows on the amenities of local resident • Non-compliant with LDP • Highway Safety • Impact on Residents Health Amenity • Non-compliant with previous Planning Committee Resolutions • Flood Risk and non-compliance with TAN 15 The third item of correspondence is from the applicant (Persimmon Homes). This letter argues that the two reasons for refusals suggested at the September meeting are not appropriate and provides an explanation of why they believe this to be the case. The letter argues that the planning application should be approved and requests that the Planning Committee accepts the original Planning Officer recommendation of approval. The Officer also verbally reported the receipt of a further late letter from one of the joint applicants. (Note: The late verbal update aside, the updates to the report referred to above were circulated to Members of the Committee and published on the Council’s website prior to the meeting.) Resolved that the application be refused for the following reason: “The proposed development will give rise to increased levels of vehicular movements, which will in turn result in increased levels of traffic congestion within the local highway network, resulting in longer periods of time where queueing traffic is positioned outside local residential properties, to the detriment of the amenity of their occupiers, contrary to Policy PS2 of the Swansea Local Development Plan (2019).”
A planning application was presented on behalf of the Head of Planning & City Regeneration. Resolved that the undermentioned planning application be approved: (Item 1) - Planning Application 2024/1496/FUL - Change of use from a residential dwelling (Class C3) to 6 bed HMO property (Class C4) at 12 Clare Street, Manselton, Swansea A visual presentation was given. Councillor Chris Holley (Local Member) addressed the committee and spoke against the proposal.
