Geoff Bacon, Head of Property Services and lead officer for Climate Change and other relevant officers attended to update the Panel on progress made in 2023-24 towards the Council achieving Net Zero 2030 and the Net Zero 2050 wider Swansea programme, and achievement against both streams of the ‘Delivering on Nature Recovery and Climate Change’ wellbeing objective for the 2024-25 period. Discussion Points: · Swansea’s Net Zero 2030 Programme focusses on implementing 30 key transformative actions by 2030. The project faces many challenges and remains red on the corporate risk register despite some positive progress due to costs / budget issues. The team is currently focussing on behaviour change and trying to access grants. · Council is continuing to work on the 2050 net zero ambition, but projects and engagement are subject to funding. Much of this work is about behaviour change and getting the whole of the city on board with understanding what it needs to do by 2050. · Officers highlighted the very low take up of online training by Members and staff. Options are being considered for other ways to engage them. · Panel asked questions about public interest in this issue and if it has waned, issues with making the Guildhall more environmentally friendly, whether the Council is still doing ‘no mow May’, why business travel in the Council is increasing and the measurement used’, if more pressure is being put on national government to release funding for net zero initiatives, lack of definitive timelines and actions for net zero 2030 and 2050 and achievement against corporate priorities’, approaching schools about solar panels when having a new roof, cost of heat pumps and availability of funding. · Panel was informed that this report is a snapshot and there is a lot more detail about programmes and projects which sit underneath, and the Team is happy to come back and talk about some of the projects if the Panel requires. Panel thinks this is a good idea and will consider it for next year’s work plan.
Andrew Stevens, Cabinet Member for Environment and Infrastructure and relevant officers attended to update on progress with this issue. Discussion Points: · The report highlighted current achievements, challenges and resource needs in delivering the Section 6 Action Plan including key actions and funding and includes a summary of Nature Recovery achievement against corporate priorities in 2024-25. · Panel heard there are 41 actions within the current Section 6 Plan and a RAG status has been applied. Most actions are green meaning they are currently progressing or ongoing. Many of the actions are dependent on available funding and staff resource. · Panel asked questions about weed spraying and the wildflower verge scheme, educating residents about nature and biodiversity, the new Local Development Plan and considering using hedgerows by default on new housing schemes.
Panel Members reviewed their year on the Climate Change and Nature Panel and made the following comments: · Panel Members feel the Panel worked well over the year. · Discussed whether it was useful to have pre-meetings and the best time to have them. Agreed pre-meetings are very useful as it leads to better questions and makes the panel meeting more effective. Also agreed to keep pre-meetings to the same day and time. · Officers suggested looking at some Climate Change projects in more depth. Panel feels it would be useful. Items will be added to work plan for 2025-26.
