RESOLVED to: a) approve the Annual Budget for 2026/27 of £656,000 which includes a £100,000 contribution each from both Ceredigion County Council and Powys County Council; and to b) note the forecast outturn position for 2025/26.
Duncan Hall, Executive Corporate Lead Officer and Section 151 Officer for Finance and Procurement, Ceredigion County Council and Responsible Finance Officer for the Mid Wales Growth Deal presented the budget setting report for 2026-27, together with an updated outturn position for the current financial year. He noted that the report stipulates that top-slicing had been agreed at 4%, and that the actual top-slice figure for the current year was 2.7% with 3.8% calculated for the following year. Following the Portfolio Delivery Board meeting, Welsh Government Officials noted that the percentage figure is not fixed, however any increase to the top-slicing would impact negatively upon opportunities for capital funding. Duncan Hall highlighted a number of items within the report, which included the reducing costs of the Portfolio Management Office, with staffing costs becoming chargeable against capital costs as a result of progress made in terms of project delivery; the costs for gateway reviews; and the increase in external audit costs and internal finance officer costs as the move to fuller annual accounts (rather than the previous limited Annual returns) become more technical and detailed. He noted a balance of £298,000 in the Financing Equalisation reserve which is the net investment income earned up to 31/03/2025, and utilised to smooth out cashflow variations over the life of the Mid Wales Growth Deal, and he also noted that the budget was predicated upon the continuation of the £100,000 funding from both Powys and Ceredigion County Council. As such it was projected that the 2026/27 Growing Mid Wales Board Revenue Budget was set at £656.000. JB enquired as to the trends and variances of the outturn positions. DH noted that a budget is only a best estimate at a point in time, and that it is better to be prudent at the start of the year, whilst updating nearer the end of the financial year. NC explained that the Welsh Government charged £4,500 per review in 2025/26 and that the estimate in the budget had been based upon the anticipated number of business cases that would require a review. She also noted that the fee for 2026/27 had increased to £4,950. JB also enquired as to the cost for procurement. DH confirmed that the figure of £10,000 is indicative as it is difficult to anticipate the pre-delivery procurement needs. NC also noted the multiple checkpoints for each business case which require a procurement assessment review, and that an invoice for this work would be due from Powys County Council. SC enquired as to the reduction to the public relations and marketing budget, asking if this related to an anticipated reduction in the number of events or exhibitions. NC confirmed that it is a very small number, however part of the funding during the current financial year related to the delivery of the Commercial Property Investment fund which was promoted via advertisements in a commercial property magazine, and that a decision had been made not to do so this year as the fund is currently at capacity. Following discussion and a vote, it was RESOLVED to: a) approve the Annual Budget for 2026/27 of £656,000 which includes a £100,000 contribution each from both Ceredigion County Council and Powys County Council; and to b) note the forecast outturn position for 2025/26.
