County Councillor Richard Church advised that he had an interest as a governor at the school and local member and that he would be speaking but not voting. Cabinet was asked to give approval to commence the statutory consultation process in accordance with the School Organisation Code 2026 on a proposal to increase the capacity of Ysgol Gymraeg y Trallwng from 150 to 210 places. The increase in capacity was required to be able to build a 2 classroom extension at the school. Since opening, the school had experienced sustained year-on-year growth and demand had consistently exceeded the assumptions contained within previous projections. The proposal had been given in-principle approval by the Welsh Government as part of the Sustainable Communities for Learning Programme’s Welsh-medium Capital Grant, which provided eligible projects with 100% capital funding. Any final funding award would be subject to approval of a Business Justification Case (BJC) and completion of all required statutory processes. County Councillor Richard Church commended the hard work of the headteacher and staff of the school which had contributed to its success. Parents had raised with him the issue of the drop off and pick-ups at the school and he asked for a traffic impact assessment and a redesign of the school entrance as part of the scheme. Cabinet received an update on Powys County Council's capital programme as at 30 June 2026. Overall, the capital programme had grown significantly due to additional grant funding, but actual spend remained low at this early stage of the year. Cabinet considered a proposal for the adoption of an incremental council tax premium for long-term empty properties from 1 April 2027, by applying · A 100% premium where a property has been continuously empty for one year or more but less than 5 years. · A 200% premium where a property has been continuously empty for 5 years or more but less than 10 years. · A 300% premium where a property has been continuously empty for 10 years or more. A public consultation had been undertaken. 61.3% of respondents believed long-term empty homes have a negative impact on communities. 51.1% supported an incremental premium, but many property owners with empty homes did not believe higher premiums would encourage earlier reoccupation. It was estimated that the proposal could generate £1.47 million per year with the additional income being used to bring empty homes back into use thus increasing housing supply and affordable housing. The Deputy Leader and Cabinet Member for a Fairer Powys proposed an additional recommendation for an annual report providing feedback on performance in supporting affordable housing. It was confirmed that there was discretionary relief available in cases of financial hardship. RECOMMENDED to Council 1. that an incremental council tax premium for long-term empty properties be introduced from 1 April 2027, by applying · A 100% premium where a property has been continuously empty for one year or more but less than 5 years. · A 200% premium where a property has been continuously empty for 5 years or more but less than 10 years. · A 300% premium where a property has been continuously empty for 10 years or more. 2. That provision be made from the additional revenue generated through the incremental council tax premium on long-term empty properties to support: · initiatives that bring long-term empty properties back into use; · initiatives that increase housing supply within Powys; · implementation, administration, collection and enforcement activity associated with the revised premium arrangements; with the detailed allocation of resources to be considered through normal governance and annual budget setting processes. 3. An annual report be produced outlining how the additional revenue has contributed to increasing the availability of affordable housing.
