RESOLVED that the Farm Estate Policy, as set out in appendix A to the report, is adopted with immediate effect, subject to transitional arrangements.
Cabinet considered the revised Farm Estate Policy which set out the strategic vision, management objectives and policy framework for the council’s rural estate. The Policy identifies the estate as a long-term public asset whose principal purpose is to provide access to farming, support sustainable land management and contribute to wider social, economic and environmental outcomes. The Leader noted that opportunities for tenancies had been reducing until the Council had developed three new horticultural tenancies at Sarn. The policy had been amended as a result of feedback during a consultation process including from tenants and farming unions and input from the County Farm Estate Advisory Group and the Governance and Audit Committee. The Economy Residents and Communities Scrutiny Committee had considered the policy and the Cabinet considered the Committee’s recommendations and the suggested responses. The Leader confirmed that a Member development session had been organised for 17 July to brief members on the policy. He acknowledged the comments of the Cabinet Member for Finance and Corporate Transformation on budget pressures saying that he recognised the need for the estate to remain affordable and aligned with the council’s overall priorities. RESOLVED that the Farm Estate Policy, as set out in appendix A to the report, is adopted with immediate effect, subject to transitional arrangements.

RESOLVED to approve the draft Welsh Language Standards Annual Report 2025-26 for it to be published on the Council’s website by 30 June 2026.
Cabinet considered the Welsh Language Standards Annual Report for 2025-26. The report set out the Council’s work to comply with the Standards in delivering services to the public; forming policies and considering their effects on how people use Welsh; and using Welsh in its internal operations. It also included information on complaints received during the year relating to compliance with the Standards; the number of employees who have Welsh language skills, the number of staff who attended Welsh language versions of training courses and the number of new and vacant posts advertised (categorised where Welsh language skills were essential, desirable, needed to be learnt when appointed, or not necessary). The Cabinet Member for Future Generations acknowledged that there were some gaps in service areas where staff language skills were unknown and she said that steps were being taken to fill these gaps. Cabinet welcomed the report and noted the actions taken by the administration to expand Welsh medium education in the county. RESOLVED to approve the draft Welsh Language Standards Annual Report 2025-26 for it to be published on the Council’s website by 30 June 2026.
