Cabinet considered an update on the Strategic Review of Post-16 Education in Powys and the results of an extensive engagement programme undertaken with learners, parents, carers, school staff, governors, Further Education (FE) colleges and employers. An independent research company Opinion Research Services (ORS) had been commissioned to collect responses, and 3,739 questionnaire responses had been received. Since May 2025, three workstreams had been established, focusing on short-term improvements and longer-term strategic system change: Workstream 1: Strengthen the existing Chweched Powys Sixth model Workstream 2: 14+ Vocational Provision and Economic Alignment Workstream 3: Develop a single, coherent long term model for 14+ education provision across Powys. The aspiration was to create a coherent 14+ education system that is excellent, equitable and economically aligned; one that offers young people real choice, real opportunity and a strong reason to build their future in Powys. The report set out a timeline leading to implementation from September 2029 to September 2031. The Cabinet Member for a Learning Powys thanked the Learning and Skills Scrutiny Committee for their recommendations. He said that he would incorporate one of their recommendations into the recommendations put to Cabinet. RESOLVED 1. RESOLVED 1. Following the review to continue with the booking system and charges for some DIY materials at the Household Recycling Centres. 2. To continue to monitor the contracts to drive continuous improvement of the Household Recycling Centre service in line with the Sustainable Resource (Waste and Recycling) Strategy.
Cabinet considered a review of Household Recycling Centres following the introduction of changes in 2025. Over 6,000 people had responded to a questionnaire with residents overwhelmingly supporting keeping the booking system in place as it is convenient and easy to use. Issues raised in the survey process had been shared with the contractors to see where improvements can be made, with the following improvements already introduced: • an increase in opening times at some sites • an increase in the number of bookings per time slot at some sites, where required • an option to request assistance on site in advance, via the booking system • improving the process of booking improving re-use at some of the sites. The report had been considered by the ERC Scrutiny Committee which had made a number of recommendations, all of which had been accepted. RESOLVED 1. Following the review to continue with the booking system and charges for some DIY materials at the Household Recycling Centres. 2. To continue to monitor the contracts to drive continuous improvement of the Household Recycling Centre service in line with the Sustainable Resource (Waste and Recycling) Strategy.
