Applicant – JD/02/25 Employer The Licensing Officer presented the licensing authority’s position as outlined in the report [copy filed with the signed minutes]. It was noted that a Sub-Committee in July 2024, comprising different panel members had refused an application for a licence. There were no questions to the officer. JD/02/25 explained the circumstances around the endorsements in 2017 and 2019 and advised of the steps and work that had been undertaken to acknowledge and rehabilitate since, including professional support. They explained they had no offences since 2019 and had been working with their current employer for over three years, as a delivery driver in the community with no issue. In response to a question from the Sub-Committee they advised that they understood the Council’s licensing policy in respect of endorsements. JD/02/25 explained how they had made changes in their life since 2019 and advised in response to a question that a taxi licence would increase their driving options and enable them to work locally. The Sub-Committee noted the written statement provided by Dyfed-Powys Police Licensing Officer. JD/02/25’s employer advised that they had been employed for three years and provided a verbal character reference. In response to a question JD/02/25 advised that they were currently working part time. In summing up JD/02/25 advised that they had hoped they had made a strong case to have a taxi licence and that they were wanting to move forward. All parties confirmed that they had been able to make their representations. The Sub-Committee withdrew to consider, in private, the application and the evidence they had heard, with the support of the Clerk. On their return the Chair announced their decision. In reaching the decision members took into account the relevant written and verbal representations and had carefully considered the policy. They considered that JD/02/25 had made a clear effort to rehabilitate themselves to move forward. They agreed to grant a licence but reminded JD/02/25 that any driving or other offences could result in them being brought before a Sub-Committee for review. RESOLVED Reason for decision That a Joint Hackney Carriage and Private Hire Driver’s Licence be granted to JD/02/25. Weight was given to the applicant’s representations with regard to the steps taken since the endorsement in 2019 to rehabilitate and the character reference as provided by the Employer. JD/02/25 was advised that the decision would follow in writing with details of their right to appeal. The Chair thanked all for attending.
