County Councillor Glyn Preston spoke as the local representative. Gwyn Humphries spoke as the Agent. Rowan Jones spoke as the Applicant. It was noted that, since the publication of the update report, further public representations had been submitted. However, officers considered that the concerns raised had been addressed through the report. At the request of the Chair, Officers responded to concerns raised by Councillor Glyn Preston regarding grid connection capacity. Members were advised that an existing grid connection was already in place and that no evidence had been submitted to suggest that a grid connection could not be achieved. Members sought clarification regarding the noise levels affecting neighbouring dwellings and concerns relating to the public right of way, particularly in respect of construction traffic. It was agreed that this application would be taken before application 25/1679/FUL. Grid Ref: E: 318058 N: 264498 Valid Date: 23.06.2025 Community Council: Llanfihangel Rhydithon Community Council Applicant: Nant Mithil Energy Park Limited Location: Meteorological Mast Land 3500 Metres South East Of Llanfinhangel Rhydithon, Llandrindod Wells, Powys Proposal: Erection of a meteorological mast and ancillary structures, maximum height 122.5m from ground level, for a temporary period of up to 3 years Application Type: Full Application Ed Jones left the meeting. The Planning Principal Solicitor advised the committee that due an Officer interest declared in the application, a review of the file had been undertaken, and she was satisfied the application had been processed correctly. County Councillor Deb Edwards spoke as the local representative and then left the meeting. A statement from the Agent, Mykena Mortimer-Davies was read out to the Committee. The Committee was informed that two additional public representations had been received since publication of the update report. The key concerns raised were summarised and the Officer advised that these matters would be addressed within the presentation. A Member sought further clarification regarding NRW’s position on peat, noting that this appeared to have changed during the course of the application. The Planning Officer advised that additional information and data had been submitted by the applicant and that NRW had also undertaken a site visit. Members questioned why a further meteorological mast was required when there were already two existing masts in the vicinity. Concerns were also raised regarding the location of the proposed mast within a military low-flying area. The Planning Officer advised that the applicant had stated that additional data was required for turbine selection and that the MOD had been consulted and had raised no objection to the proposal but had requested conditions requiring an aviation lighting scheme and notification to the MOD prior to the erection of the mast. It was proposed and seconded to refuse the application contrary to the Officer recommendation. Following officer advice the Chair advised that the reasons given were not sufficiently robust planning grounds. The motion wasn’t put to the vote. It was moved and duly seconded to approve the application as per Officer recommendation. RESOLVED: Reason for decision: that the application be granted consent, subject to the conditions set out in the report which is filed with the signed minutes. Grid Ref: E: 296333 N: 236259 Valid Date: 27.11.2025 Community Council: Merthyr Cynog Community Applicant: Garreg Fawr Energy Park Ltd Location: Land South of Ffynnon Ffrydyll (spring), Merthyr Cynog, Brecon, Powys. Proposal: Application for temporary planning permission for the erection of a meteorological mast of up to 122.5m in height and ancillary structures for measurement of wind and weather data, with associated stockproof fencing, for a period of five years Application Type: Full Application It was noted that this application had initially been considered in July 2026 and was deferred to allow the new local member to become familiar with the application. It was noted that the application could only be reconsidered by those councillors who had been present at the Planning Committee meeting in July 2026, being Councillors G. D. Jones, D. Edwards, F. Frantz-Morgans, G. E. Jones, C. Kenyon-Wade, K. Lewis, G. Pugh and D. Selby. The Planning Officer noted that there had been no changes made to the application since it had been considered in July 2026. Members sought clarification regarding concerns raised in relation to curlew habitat and the continuing objection from Bannau Brycheiniog National Park Authority. The Ecologist advised that the proposed mitigation measures were considered to represent industry standard practice and was satisfied that they were appropriate. The Planning Officer advised that the statutory consultee, Natural Resources Wales (NRW), had concluded that the proposal would not result in significantly adverse visual effects, and consequently greater weight had been attached to NRW’s assessment. Members raised significant concerns on low flying military aircraft including visual impacts and aviation lighting, the Planning Officer explained that the MOD had raised no objections and had instead requested conditions requiring an aviation lighting scheme and advance notice prior to the erection of the mast. It was proposed and seconded to refuse the application contrary to the Officer recommendation, following officer advice the Chair advised that the reasons advanced in support of a refusal against officer recommendation were not sufficiently robust planning grounds. The motion was not put to the vote. It was moved and duly seconded to approve the application as per Officer recommendation. The vote was tied so therefore the Chair exercised a casting vote in favour of the approval. RESOLVED: Reason for decision: that the application be granted consent, subject to the conditions set out in the report which is filed with the signed minutes. As a reserved matters consent is not a planning permission in its own right, any conditions attached to it must relate to the reserved matters being approved. As the occupancy restriction did not relate to any reserved matters, it should not have been attached to the consent. The condition was therefore considered not to meet the relevant planning tests. It was moved and duly seconded to approve the application as recommended by the Officer. RESOLVED: Reason for decision: that the application be granted consent, subject to the conditions set out in the report which is filed with the signed minutes.
