Cabinet considered responses to a consultation to the following proposals: • Establishing a Welsh-medium all-age school (4-18) on the current Builth campus of Ysgol Calon Cymru from September 2027, initially sharing the site with Ysgol Calon Cymru. • Changing the language category of Builth Wells C.P. School to English-medium from September 2027, with Welsh-medium pupils moving to the new Welsh-medium all-age school • Changing the language category of Ysgol Calon Cymru from dual stream to English-medium from September 2027 • Following capital investment on the Llandrindod site to accommodate all pupils and improve existing facilities, all Ysgol Calon Cymru pupils would move to Llandrindod Wells, and the Welsh-medium all-age school would take over the whole of the Builth campus. 146 written responses had been received. Many of the responses received expressed support for the proposals, in particular the proposal to establish a Welsh-medium all-age school in Builth Wells, and the positive impact this would have on the availability of Welsh-medium education and the profile of the Welsh language in the area. However, many of the responses expressed concern about elements of the proposals. The report summarised the main concerns and set out mitigating actions to address them. In presenting the report the Cabinet Member for a Learning Powys paid tribute to the work of his predecessor in the role, County Councillor Pete Roberts. He stressed that the purpose of the proposals were to address inequality in the provision of Welsh medium education in Mid Powys and that they would strengthen both English and Welsh medium education in the area. Included with the report were comments from local members County Councillors Angela Davies, Bryan Davies, Deb Edwards, Peter James, Gareth E Jones, Geoff Morgan and Jeremy Pugh and responses to recommendations from the Learning and Skills Scrutiny Committee. County Councillor Gwynfor Thomas speaking as the Chair of the Learning and Skills Scrutiny Committee presented the Committee’s recommendations. He was critical that the committee had not received responses to the recommendations in accordance with the agreed timelines and so had not had the opportunity to consider them. The Leader noted the recent decision by Council to enforce these rules. Councillor Thomas reported that the Committee was not clear what the long term strategic plan was for Welsh medium education in Mid Powys. In response it was noted that the Welsh in Education Strategic Plan (WESP) aimed to deliver three Welsh medium secondary schools in Powys and that the Cabinet was delivering on these commitments. County Councillor Elwyn Vaughan spoke as the Chair of WESP to support the proposal. WESP had recommended that Urdd and Menter Brycheiniog should have a presence on the campus, that teaching resources be shared with other Welsh medium schools and that full use was made of Trochi. County Councillor Gareth E Jones speaking as a local member presented the points made by local members in their joint response. Whilst they were not opposed to the general direction of travel in relation to the delivery of education in the Mid Powys area, they felt that a significant amount of further information was required before proceeding to the next stage of consultation. He argued that there was not enough detail in the paper on costs, the timeline and staffing or that it addressed who would be responsible for the deficit. County Councillor Jeremy Pugh speaking as a local member argued that the council should be building a new English medium school in Llandrindod Wells first and that the rest of the proposals would follow. He raised issues over the recruitment of staff to deliver a full curriculum and the impact on other schools in the area. Officers explained that costings and detailed timelines would be contained in the Strategic Outline Case which was being drafted and which would require Welsh Government approval. It was explained that in accordance with Welsh Government guidance, the SOC should be submitted after a decision had been made to issue a Statutory Notice. Officers acknowledged the difficulties in recruiting Welsh speaking teachers, but argued that the proposal to have a Welsh medium secondary school in Builth Wells would make it more attractive to applicants. The Deputy Leader and Cabinet Member for a Fairer Powys asked if there would be unintended consequences for the Ysgol y Bannau and Sennybridge County Primary Schools. Officers confirmed that these schools would not be in the catchment area for Ysgol Calon Cymru so no transport would be provided if parents chose to send their children there. Having considered the report and comments made by Councillors, Cabinet RESOLVED 1. To receive the Consultation Report in respect of the proposals for Ysgol Calon Cymru and Builth Wells C.P. School. 2. To approve the publication of a statutory notice proposing the following: Phase 1 of the Proposals From September 2027: i) To establish a new Welsh-medium all-age school (4 – 18) on the current Builth campus of Ysgol Calon Cymru, Builth Wells, Powys LD2 3BW · From September 2027, pupils in R – year 9 would attend the school. · Year 10 would be introduced in September 2028 as pupils move through the school, followed by Year 11 in September 2029, Year 12 in September 2030 and Year 13 in September 2031. · Initially, the school would share the Builth campus with Ysgol Calon Cymru, using part of its building and sharing some facilities.
