RESOLVED 1. to approve option 1, maintain LDP preparation only. 2. that an approach be made to Welsh Government to be allowed to use the £200,000 grant available to explore regional collaboration.
The CJC discussed whether to proceed with a formal delivery agreement for an SDP. A number of concerns were raised: • Resource constraints within Local Planning Authorities. • Lack of strategic cross-boundary planning issues to justify an SDP. • Complexity of BBNPA’s involvement in three different CJC regions. • Ongoing Welsh Government consultation on a new National Park in North Wales (partly covering Powys), raising uncertainties about additional planning partners. The CJC considered three options: 1. Maintain LDP preparation only – lowest cost, shortest timescale, highest autonomy. 2. Undertake LDPs, then SDP and LDP lights – highest cost, longest timescale. 3. Develop regional collaboration agreement – potential benefits, but lacks precedent. There was agreement to approve option 1 and discussion on seeking approval from Welsh Government to use the £200,000 grant available for the development of an SDP to explore further regional collaboration. RESOLVED 1. to approve option 1, maintain LDP preparation only. 2. that an approach be made to Welsh Government to be allowed to use the £200,000 grant available to explore regional collaboration.

RESOLVED 1. To note the content of the Risk Register and approve it as a live document to support effective governance and ongoing risk management. 2. To note uncertainty around the proposed National Park in north east Wales as an additional risk. 3. to escalate R001 to red status in view of national and regional inconsistencies in CJC arrangements and funding methodologies. 4. That officers explore alternative data sets to better represent rural deprivation. 5. That an invitation to be extended to the Secretary of State for Wales Jo Stevens MP to visit Mid Wales and discuss funding concerns.
Two new emerging risks had been identified: uncertainty around the proposed National Park in north east Wales and the statutory requirement to prepare an SDP. Mitigating actions on the SDP had been agreed earlier in the meeting. The CJC discussed escalating the Risk Rating for R001 to red because of uncertainty over future funding with Senedd elections in May 2026. Concerns were raised that rural Mid Wales was losing out on funding because of reliance on the Welsh Index of Multiple Deprivation which was heavily biased towards urban areas. Officers were tasked with exploring alternative data sets to better represent rural deprivation. Concerns were also raised over funding arrangements for the CJC with the Leaders and Chief Executives expected to work on a voluntary basis. In view of the bureaucracy involved in creating a further structure for the CJC there was a preference to keep to the current collaborative arrangements RESOLVED 1.
