Does dim crynodeb o'r cyfarfod hwn eto. Caiff crynodebau eu hysgrifennu pan fydd y cyngor yn cyhoeddi'r cofnodion, sef ei gofnod swyddogol o'r hyn a benderfynodd cyfarfod. Maen nhw fel arfer yn ymddangos ychydig wythnosau ar ôl y cyfarfod.
Response by the Cabinet Members: 1. The Powys Local Development Plan (2011–2026), adopted in 2018, does not define a formal 10km buffer zone around the Sennybridge Training Area. However, Policy SP7 of the adopted LDP recognises SENTA as a strategic resource and confirms that: “Development proposals must not have an unacceptable adverse impact on the resource or asset and its operation.” This policy remains valid and enforceable under the current LDP framework. 2. The Statement of Common Ground (SoCG) agreed in 2017 between Powys County Council and the Ministry of Defence (Defence Infrastructure Organisation) is not part of the adopted LDP itself. It was prepared as part of the evidence base as published to inform renewable energy policies and constraints mapping, and so address Ministry of Defence objections. This was reflected in the Renewable Energy Assessment which recognised that given proximity to a nationally important strategic landuse, wind turbine proposals within 10km of SENTA were potentially not deliverable and therefore could not be relied upon to support renewable energy generation contributions. While the SoCG and evidence outlined a 10km safeguarding zone around SENTA for wind energy developments, it was not incorporated into the LDP as a mapped or policy-defined exclusion zone. Instead, the safeguarding principles are reflected in Policy SP7 and supporting text, including Paragraph 4.13.2, which states: “The Sennybridge Training Area is a site of strategic military importance in the UK. In accordance with Policy SP7 it will be safeguarded from development that would compromise its operation.” Whilst the 10km zone is not specifically identified as part of the current Local Development Plan, it remains a ‘material planning consideration’. It recognises the objection held by the Ministry of Defence to protect their operational needs which must be addressed in any planning application that comes forward to be considered. It remains for the Ministry of Defence to support their position and for applicants to address their material concerns. 3. During pre-application discussions, the Local Planning Authority (LPA) routinely refers developers to relevant national and local planning policies, including Policy SP7. Developers are also advised to engage directly with the Ministry of Defence where proposals may affect military operations or safeguarded areas. 4. Powys County Council will continue to engage with developers and refer them to relevant national and local planning policies.
Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
Caiff datganiadau eu darllen o'r cofnodion unwaith y byddan nhw wedi'u cyhoeddi.
Dyw'r cyngor ddim wedi cofnodi presenoldeb ar gyfer y cyfarfod hwn.
Yn rhestru cynghorwyr presennol y cyngor yn unig. Nid yw aelodau cyfetholedig, swyddogion a chyn-gynghorwyr yn cael eu dangos.
