Does dim crynodeb o'r cyfarfod hwn eto. Caiff crynodebau eu hysgrifennu pan fydd y cyngor yn cyhoeddi'r cofnodion, sef ei gofnod swyddogol o'r hyn a benderfynodd cyfarfod. Maen nhw fel arfer yn ymddangos ychydig wythnosau ar ôl y cyfarfod.
Response by the Cabinet Member: I refer to your question regarding the introduction of charges at the Motte and Bailey Car Park (formerly the cattle market site) in Hay-on-Wye and the impact this has had on parking across the town. I recognise the fact that people are approaching you to find a solution because of the charges now imposed. As you will be aware, Hay-on-Wye is one of the most popular destinations in Powys, and its car parks are among the most heavily used in the county. While this popularity is a positive reflection of the town’s success, it does create pressure on parking infrastructure, particularly at peak times and during major events. The closure of the cattle market site provided temporary relief, as the land remained accessible and was informally used for free parking. However, this arrangement was unsustainable in the long term. Following discussions with local members and the Town Council, the Council introduced a formal pay-and-display car park on the site, now named Motte and Bailey, to ensure consistent management and equity across all Council-operated car parks in the town. I do also get pressure from other Councillors asking why some towns still have free parking and this will be reviewed further as we implement the recommendations from the Car Park Review undertaken in 2024 and 2025. We fully acknowledge that the introduction of charges may lead to some displacement of vehicles onto surrounding residential streets. This is a common and understandable response when previously free parking becomes chargeable. We also recognise the wider pressures on residential parking in Hay, particularly where housing stock was not designed to accommodate multiple vehicles per household. To help address this, the Council is introducing a new long-term parking permit for individual car parks at a significantly reduced rate. For example, a 12-month permit for a single car park will cost around £5.40 per week, offering excellent value compared to the daily rate. This initiative is designed to support residents, workers, and regular visitors by making off-street parking more affordable and convenient. There may also be some employers who would like to support their employees by purchase of this permit as a benefit. While a full review of parking in Hay is not currently planned, particularly as the long-term future of the cattle market site will be subject to a separate decision-making process; I do agree that it may be timely to consider whether the existing residents’ parking scheme should be extended. If there is local interest in this, I would welcome further discussions with you and the community to explore potential options. Our aim is to strike a fair balance between supporting residents, enabling access to the town centre, and managing limited parking resources effectively.
Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
