Response by the Cabinet Member: For ease of reference I have repeated your questions. What consideration has been given to harnessing Ṣ 106 monies for affordable housing to provide financial incentives to facilitate reinstatement ? This is particularly relevant in the territory of BBNPA, where housing development is much needed, but currently blighted by the consequences of that authority's adopted nutrient policies; · The use of Section 106 payments is agreed as part of the planning consent process for each application that requires such an agreement. The planning conditions will include setting out how the S.106 benefits will be used. In the case of those for housing, the most common is to require a proportion of homes on a site to be affordable although in comes cases commuted sums can be agreed. In the case of Powys, there are two planning authorities – Powys County Council and the Brecon Beacons National Park - both of which will have their own policies for determining planning gain. Both authorities are working on revising their Local Development Plans, which provides an opportunity for policies relating to planning gain – including for example the balance between on-site provision of affordable housing and commuted sums for other forms of housing investment – to be considered and, subject to the agreement of the relevant members of each organisation, be adopted. What scope is there for a more pro-active, coordinated approach with PCC Regeneration colleagues, especially given the opportunities afforded by Transforming Towns investment in our market towns, to support Regeneration and Housing hand in hand? · The Council has a newly reinvigorated Problem Properties Group that brings together officers from all teams and departments, and includes the BBNPA for engagement in villages and towns within the National Park, to approach high profile empty properties using the best mix of actions (including for example grants, social housing development, low cost loans, enforcement through planning, building control and house condition legislation) to bring properties into use. Housing Services, Economic Development and Planning now sit within the same directorate in the Council which is a positive approach to making sure there is co-ordinated action to bring empty properties back into use. A proposal has been prepared for consideration by the Marches Forward Partnership – the Evergreen Housing Project – to provide financial support for property owners of empty flats and shops to help the properties be brought back into use or where practicable repurposed as homes. Given the particularly difficult situation, in terms of availability of Council Housing and other social rent properties, combined with nutrient and ecological restrictions, in the territory of BBNPA and other sensitive river catchments, what consideration has been given to reinstating the rural housing enabler function, that was previously in successful operation? In particular, the commercial edge that came with that rôle, with a positive incentive for appropriate development, helped to overcome the potential inertia of a Planning Department without housing or economic development responsibilities; · The Rural Housing Enabler function is now integrated into the Housing Development Team, reducing the links in the delivery chain for additional affordable housing in rural areas. The Council will over the next few years develop more affordable homes than any other social housing provider in Powys (subject to all schemes gaining appropriate regulatory and planning consents), including many in rural areas. Given the recent meeting between the Welsh Government Housing Minister, Jayne Bryant MS and Powys Teaching Health Board on matters of the local health estate, what plans does Powys County Council have to work in partnership with Welsh NHS Estates to explore the scope for development of social and cooperative housing in the County? · We have discussed with the CEO of PTHB about any land that could be used for housing but at this time there has been no land or assets that could be considered for use for housing.
