County Councillor Raiff Devlin left the meeting for this item having declared an interest. Cabinet considered a proposal to commence the statutory process • To make a regulated alteration to reduce the capacity of Ysgol Golwg Pen y Fan by closing the school’s Cradoc campus from 31 August 2026. • Pupils currently attending the Cradoc campus to transfer to the school’s other campuses in Brecon. The report set out the case for change noting the large number of surplus places across the school particularly on the Cradoc campus, the fall and projected fall in pupil numbers and the maintenance backlog. The report noted the additional steps outlined in the School Organisation Code that would be undertaken as the Cradoc campus is in a rural location even though Ysgol Golwg Pen y Fan is not listed as a rural school. The Leader acknowledged the correspondence received by the Cabinet from members of the public which had been read and forwarded to the School Transformation team for response. County Councillor Iain McIntosh spoke as the local member to ask the Cabinet not to proceed with the proposal. He questioned the true capacity of the school which he had calculated at 128 pupils. Councillor McIntosh argued that the fall off in pupil numbers had been caused by previous decisions affecting the school and reduction in wrap around services such as the breakfast and after school club. Officers advised Cabinet that even if Councillor McIntosh’s figures on the true capacity of the school were correct, there would still be a substantial number of surplus places. Officers advised that the breakfast and after school clubs were run by a private provider who had taken the decision to end the service at the Cradoc site. Cabinet sought assurance on comments raised about the safety of the Mount Street campus. Officers advised that the school had a traffic management plan in place and that they were happy for Health and Safety advisers to visit the school to provide assurance on the arrangements. Having considered the report, the comments of the local member and the responses of officers to questions, Cabinet RESOLVED to commence the statutory process on the following proposal: • To make a regulated alteration to reduce the capacity of Ysgol Golwg Pen y Fan by closing the school’s Cradoc campus from 31 August 2026. • Pupils currently attending the Cradoc campus to transfer to the school’s other campuses in Brecon. County Councillor Raiff Devlin returned to the meeting.

RESOLVED that LDP Annual Monitoring Report 2025 be approved for submission to the Welsh Government by 31st October 2025 in accordance with the relevant legislation, and publication on the Council’s website.
Cabinet considered the Powys Local Development Plan Annual Monitoring Report (AMR 2025) for the period 1st April 2024 to 31st March 2025 for submission to the Welsh Government and publication on the Council’s website. Cabinet was advised that the AMR 2025 demonstrates that the Adopted LDP was largely continuing to deliver and meet the monitoring targets, pointing to successful policy implementation. Of the 62 monitoring indicators: • 41 are “Green” where the monitoring is on target or completed and the action required is for monitoring to continue. • one is “Blue” where additional Officer training is needed. • one is “Yellow” identifying that further investigation/research is required; • nine are “Amber” suggesting that a Policy Review is required; and • four are “Red” indicating that a Plan Review is required as they relate to the delivery of the strategy. AMR 2025 identifies the remaining six indicators as not applicable or having been superseded during this monitoring year. The four red indicators related to housing completions and Cabinet noted that the Adopted LDP’s dwelling requirement figure of 4,500 new dwellings over the Plan period (2011 – 2026) was unlikely to be achieved. Another area of concern was the under-delivery of allocated housing sites. Cabinet noted that since 2011, a total of 946 affordable homes had been delivered by 31st March 2025, representing 99% of the LDP target of 952 new additional affordable homes. Cabinet noted that the replacement LDP would have strengthened targets for Climate and Nature. RESOLVED that LDP Annual Monitoring Report 2025 be approved for submission to the Welsh Government by 31st October 2025 in accordance with the relevant legislation, and publication on the Council’s website.
