Cabinet considered forecast revenue budget outturn for the 2025-26 financial year, based on the full year forecasts as at 30th June 2025. An overall underspend position of £2.2 million was forecast. This was a combination of forecast overspends on Children’s Services (£1.6 million), Highways, Transport and Recycling (£1.1 million) and School Improvement and Learning (£0.3 million), counter-balanced currently by the forecast underspend of £3.0 million on the risk budget none of which has been allocated as yet. The Cabinet Member for Finance and Corporate Transformation advised colleagues that it was highly likely that the risk budget would have to be utilised. A total of £16.0 million of cost reductions need to be delivered in 2025-26 in order to achieve the balanced budget position. 21.5% (£3.4 million) of the agreed cost reductions had been delivered by the end of the first quarter. A further 63.5% or £10.2 million were assured of delivery by services within the 2025-26 financial year. £2.3 million (14.5%) were described as unachieved and are at risk of delivery in this year. Services were being challenged as to the reasons for the changes in positions for some savings proposals and would be required to consider mitigating action to ensure that they can deliver within the budget allocated. The Leader reminded colleagues that Cabinet Members and Heads of Service needed to have regular meetings to keep budgets under review.
