The Leader and Cabinet Members presented their response to the Estyn inspection report which had made four recommendations for improvement for Education in Powys: 1. Ensure that the local authority addresses urgently important school site security issues. 2. Strengthen the quality and impact of leadership, including political leadership, at all levels. 3. Strengthen the quality of support and challenge to schools to improve outcomes for all learners, including those with ALN R4 Work with partners to rapidly develop and implement a model for 16-19 education that is financially viable and sustainable, and meets the needs of all learners, and considers Welsh-medium and ALN provision. The Leader said that he and the Cabinet accepted the recommendations and he apologised to pupils, parents and staff for the shortcomings identified by Estyn. An Accelerated Improvement Board (AIB) had been established to drive change and develop a Post Inspection Action Plan / Integrated Business Plan for Cabinet approval. In response to questions about the make-up of the AIB, it was explained that because it would be dealing with operational issues it would not be appropriate for Councillors to be on the Board as this would blur the lines of operational responsibility. The Board would report to Cabinet, CLT and group leaders. The Board would be chaired by the Chief Executive and comprise the Director of Education, the Head of Transforming Education, the Head of School Improvement & Learning, and a former Director of Education who served with local authorities in Wales and England and who had been involved in improvement who had been recommended by the WLGA. The Chief Officer Place and Head of Planning and Regulatory Services would also attend as they had responsibility for property and site security issues. Other directors and heads of service would attend as required. Several members questioned why it had taken an Estyn report to bring these issues to light. The Chair of the Learning and Skills Scrutiny Committee noted that the issues raised by Estyn had already been identified by the Committee and he asked that Scrutiny be given a role in the improvement journey. He noted that frequent changes to the work programme meant that the work of the committee was often disrupted. The Cabinet Member for a Learning Powys accepted that the complexity of the transforming education programme had meant changes to the work programme. He acknowledged the valuable work done by the Learning and Skills Scrutiny Committee on the Trochi programme. The Chief Executive and Director of Corporate Services confirmed that they would work with the Chair and the Learning and Skills Scrutiny Committee so they could carry out their role. Officers would also work with headteachers and governing bodies. Several members called for a vote of no confidence in the Cabinet Member for a Learning Powys. The Head of Legal and Monitoring Officer reminded Council that any urgent motions had to have been submitted by 5 p.m. the previous day. The Leader said that he had full confidence in the Cabinet Member for a Learning Powys. A number of members expressed frustration that the time limits placed on speaking by the Constitution had curtailed debate and asked that the Democratic Services Committee look at this again. A motion to suspend the Constitution was lost by 23 votes to 34.
