Premises – Stiwdio Dyfi, Machynlleth Applicant – Mr W Tremlett The Sub-Committee noted that six people had submitted objections to the application. They had been advised of the meeting and sent a copy of the agenda pack and asked to advise if they wished to speak. Three had advised that they were unable to attend the meeting. The Chair waited to see if anyone attended the meeting and then agreed to continue. The Licensing Officer presented the Licensing Authority’s position as outlined in the report [copy filed with the signed minutes]. In response to a question the Licensing Officer advised that if granted the Licensing Authority had no authority over the conditions. The police would deal with any complaints and the Licensing Authority would also respond to any complaints received. It was noted that objectors had referred to noise and in response to a question the Licensing Officer advised that Environmental Protection had been consulted and raised no objections and had not requested any noise dampening. Mr Tremlett advised the Sub-Committee that this was a volunteer run project and they were applying for a licence to enable it to generate some income to cover costs. He advised they had applied for the maximum hours for the licence but would not operate for this full time. The venue would provide an internet café and a place for live music and films. The project was being run by young people aged 18-29 to provide them with leadership opportunities but was a venue open to all ages. As objections to the licence had been received, information was sent to neighbours and they were invited to a consultation meeting. This was held last week and three residents, who live closet to the venue, attended. Mr Tremlett advised that as a result of the meeting new licensing times were agreed. These were sent out to the residents and a second consultation meeting was held on 3 March to discuss any objections and none were received. The applicant did not want to cause concerns for the residents and would keep in contact with them. The revised licence hours proposed are: · Sale of Alcohol: Monday - Saturday 18:00-21:30 · Live Music: Friday - Saturday 18:00-21:30 · Recorded: Music Monday - Saturday 10:00-21:30 · Films: Monday - Saturday 10:00-21:30 A sound professional would be brought in to test the decibels levels in the venue and a noise meter would also be placed in the building and monitored by staff. Mr Tremlett advised that if alcohol became an issue and caused problems, the sale would be stopped, as it was not a core part of the project but would generate income, to help cover costs. People wishing to put on live music would have to apply and be considered by the Programming Committee. In conclusion, Mr Tremlett advised that the licencing hours would generate income to enable the project to succeed and the premises were leased for two years. All parties confirmed that they were satisfied that they had been able to make their representations. The Sub-Committee withdrew to consider, in private, the application and the evidence they had heard, with the support of the Clerk. On their return the Chair announced their decision. In reaching the decision members took into account the relevant written representations made by the objectors and the verbal representations.
