Does dim crynodeb o'r cyfarfod hwn eto. Caiff crynodebau eu hysgrifennu pan fydd y cyngor yn cyhoeddi'r cofnodion, sef ei gofnod swyddogol o'r hyn a benderfynodd cyfarfod. Maen nhw fel arfer yn ymddangos ychydig wythnosau ar ôl y cyfarfod.
Response by the Cabinet Members: 1. How many people are currently on the housing waiting list in Powys? There are as of today’s date 3,268 households registered with ‘Homes in Powys’. 2. How many additional people have been joining the waiting list every three months over the last three years? Year Households Registering with Homes in Powys 2022 337 2023 734 2024 1,515 2025 Year to Date 301 Jan-25 217 Feb-25 84 Grand Total 2,887 3. Beyond the proposed 112 new council homes, how many more homes does this Council plan to build by 2029 to contribute towards the Labour Government’s target? Housing in Wales is devolved. UK Government housing targets are separate to those of the Welsh Government and this Council, but I welcome the ambitious targets to build more homes. Powys County Council currently has two schemes, a total of 32 new Council-owned homes, out to tender. One scheme of 32 new homes is currently under construction. The Council has a further 156 new homes scheduled to be completed by 2029, with provisional completion dates agreed. A further 131 homes are being progressed to the planning and tender stage, with - subject to planning and regulatory approvals - completion planned for 2029-2030. To date, since the Council was able to start building homes again following the formal lifting in 2012 of the moratorium placed in 1992 on councils being able to build new homes, 122 new homes have been completed. 4. What further plans does this Council have to facilitate additional housebuilding in Powys beyond its direct contributions? Welsh Government’s ‘Future Wales, the National Plan 2040, the first National Development Framework for Wales approved in 2021, included an estimate of 110,000 additional houses needed in Wales for the period 2019 – 2039. For the Mid Wales Region, the estimate indicated a need of 1,800 additional homes by 2039. However Future Wales makes clear that the estimates are not Housing Requirements for Wales or the Regions but are provided to inform future plans and strategies including Replacement Local Development Plans. The Powys Replacement Local Development Plan (2022-2037) (LDP) is currently under preparation by the Council and has considered the future need for housing for the Powys Local Planning Authority (LPA) area. The Preferred Strategy for the Replacement LDP, published for public consultation in 2024, identified six growth scenarios for housing development over the 15-year plan period taking into account the housing needs identified by the latest Local Housing Market Assessment. In respect of Housing Growth, the Strategy proposed the provision of 4,810 new homes between 2022 and 2037, with 1,036 of these being affordable homes. 5. Realistically, how many new public and private sector homes does this Council think will be built in Powys by 2029? The latest Annual Monitoring Report for the adopted Powys Local Development Plan (2011-2026) published in October 2024, provides a useful starting point in understanding past and projected build rates and housing delivery more generally. Monitoring data for the 10-year period 2012/2013 to 2022/23 shows that on average of 264 dwellings per annum were constructed within the Powys LPA area. Overall, this is slightly below the annual target in the adopted LDP (2011-2026) for open market homes but is on track to meet the affordable housing target. There are currently 660 Council and housing association homes included in the Programme Delivery Plan, the social housing programme for Powys, with an anticipated completion date between 1 March 2025 and 31 December 2028.
Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
