Response by the Cabinet Members: Thank you for your questions relating to Glanyrafon. 1. Can you provide details of the actions taken to date by the Authority in respect to the replacement of the house and the reasons why there has been such a long delay in the process. · A mobile home was installed. This provision enables the tenants to remain on site whilst permanent solutions are implemented. · A Cabinet report was approved for the capital funding required to replace the existing farmhouse. · Tender documentation was prepared and published in July 2023. · The contract for the refurbishment was awarded in October 2023, and the work commenced on site on 8th January 2024. Unfortunately, it became clear that the condition of the existing structure would not be suitable for supporting the new upper floor or roof structure. Due to uncertainty relating to cost, the project was paused. · Given the budget envelope, a decision was made to build a new dwelling rather than refurbish the existing dwelling. A planning application was prepared and submitted for a new dwelling. An ecological survey was required to accompany the planning application which delayed the submission of the planning application as surveys of the site were required at different times of the year. The application was approved on the 20th February 2025. 2. What is the expected date when the replacement farmhouse will be completed, and my ward members will be able to move into their new home. · Works should recommence on site in June 2025. · The property should be handed over to the tenants in February 2026. 3. What actions have you put in place or intend to put into place to ensure such a similar situation does not occur again in the future. · Strategic Property has undertaken a full-service area review to align processes, increase decision making capacity, and promote accountability. It is hoped that the service redesign will remove bottlenecks in the decision-making process, that have adversely impacted on performance.
