Does dim crynodeb o'r cyfarfod hwn eto. Caiff crynodebau eu hysgrifennu pan fydd y cyngor yn cyhoeddi'r cofnodion, sef ei gofnod swyddogol o'r hyn a benderfynodd cyfarfod. Maen nhw fel arfer yn ymddangos ychydig wythnosau ar ôl y cyfarfod.
Response by the Cabinet Member: Thank you for your question. 55 Conservation Areas have been designated in the Powys local planning authority area. Section 69 (1)a of the Planning (Listed Buildings and Conservation Areas) Act 1990 states that Conservation Areas are areas of, ‘…special architectural or historic interest the character or appearance of which it is desirable to preserve or enhance’. Section 69 (2) states ‘It shall be the duty of a local planning authority from time to time to review the past exercise of functions under this section and to determine whether any parts or any further parts of their area should be designated as conservation areas; and, if they so determine, they shall designate those parts accordingly.’ Planning Policy Wales, Edition 12, section 6.1.14 provides further policy and guidance on Conservation Areas, along with Technical Advice Note 24 (2017) and Cadw’s Managing Conservation Areas in Wales (2017). Policy DM13 – Design and Resources of the Powys Local Development Plan 2011-2026, adopted in 2018, provides the up to date local policy on Conservation Areas, and is supported by Supplementary Planning Guidance for Conservation Areas prepared and adopted by Powys County Council in 2020, both of which were subject to public consultation. In addition to these, Town Character Appraisals have been prepared as part the adopted (2020) Residential Design Supplementary Planning Guidance. The Local Planning Authority is committed to the preservation and enhancement of Conservation Areas for the reasons that you have identified and is fully aware of its duty to review Conservation Areas from time to time. The recently prepared planning policies listed above all assist in the preservation and enhancement of Powys’s conservation areas. It is considered that once the Replacement Local Development Plan has been adopted and the policy approach for the Historic Environment agreed, there will be an opportunity to allocate resources to support a structured review of conservation areas. Should alternative resources become available in the interim, it may be possible to commence a review sooner.
Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
Caiff datganiadau eu darllen o'r cofnodion unwaith y byddan nhw wedi'u cyhoeddi.
Dyw'r cyngor ddim wedi cofnodi presenoldeb ar gyfer y cyfarfod hwn.
Yn rhestru cynghorwyr presennol y cyngor yn unig. Nid yw aelodau cyfetholedig, swyddogion a chyn-gynghorwyr yn cael eu dangos.
