Response by the Cabinet Member: Thank you for your question. Welsh Government has placed holding directions on all planning applications for proposed intensive livestock units located in the Powys Local Planning Authority area and in other authority areas of Wales. The purpose of a holding direction is to enable Welsh Government to decide whether to call in a planning application for it to determine should an Authority be minded to permit the application. Following a resolution by the Authority’s Planning, Taxi Licensing and Rights of Way Committee, an application was referred to Welsh Government in February 2023 in accordance with a Holding Direction. Welsh Government has re-consulted on this application during 2024, and the application is currently under consideration by a Senior Officer (Oct 2024) and a decision is awaited on whether the application will be called-in. Having checked the position, the Environmental Health (Commercial Services) & Trading Standards service has confirmed it is unaware of any proposed or upcoming changes to Welfare Legislation relating to poultry. Businesses are nevertheless required to comply with all relevant, prevailing welfare regulations. However, I am aware that Welsh Government has commenced a review of The Water Resources (Control of Agricultural Pollution) (Wales) Regulations 2021 which has potential implications for manure spreading / soil management. The outcome of this review may lead to amendments which may have may an impact in due course. The review is due to be completed by the end of March 2025.
