The Chair welcomed everyone to the meeting.
Apologies for absence were received from: • Emma Palmer (Powys County Council) • Nicola Williams (Powys County Council) • County Councillor Gareth Ratcliffe (Vice Chair of BBNPA) CP clarified later in the meeting (under item 6) that the apology received from Cllr. GR would not have any affect on this meeting being quorate because the recommendations being voted on did not relate directly to the Strategic Development Plan or a change to the voting procedures. This meeting was therefore confirmed as being quorate.
There were no declarations of interest.
The minutes were accepted as a true and accurate record of the meeting. (Proposed by JGW; seconded by BGD). There were no outstanding actions.
Since the last CJC Formal Meeting, held on 8 October 2024, further work had been undertaken to amend the draft RTP and to take account of the comments received by Welsh Government and Local Authority Officers. The RTP (Enclosure 1 to the Agenda Pack) sets out the role of the Engagement Plan and Case for Change, which has been updated since July 2024 and identifies the transport issues that affect the region, supported with evidence. It also highlights what the opportunities and challenges are and the interdependencies between the needs to be delivered nationally by WG and other stakeholders, and what can be delivered by the Local Authorities. Therefore, it recognises that a partnership approach is needed to deliver the Plan. The long-term vision for the RTP is for “An accessible, low-carbon, efficient, and well-connected rural transport system that supports sustainable economic growth, prosperous communities and a vibrant culture within the distinctive region of Mid Wales.” AE took the meeting through the structure of the Regional Transport Plan, summarising what each section within the Plan covers, including the Objectives, Interdependencies, Policies and Delivery. The Plan also sets out what Welsh Government need to do, including the development and delivery of rail improvement in the Mid Wales Region; regional bus service improvements (including future franchising); Active Travel improvements; and strategic road improvements. Section 8 of the plan refers to the Regional Transport Delivery Plan, which is a document that contains all the Projects and Schemes the two Local Authorities wish to see come forward for funding in future years. It has been necessary to assess their ranking in accordance with Transport for Wales’ prioritisation tool. The Projects and Schemes in the RTDP have been categorised into: • Strategic Connectivity. • Walking, Cycling and Wheeling. • Public Transport and integration. • Road Safety. • Greener Vehicles. • Community Transport. • Behaviour Change. The levels of funding received within the Mid Wales region in recent years have only been around 4% of the total capital funding for transport allocated to Local Authorities in Wales. The Plan provides the evidence of why there is a requirement to provide more funding to the region – not only capital but also revenue. The CJC are required under the guidance to set out Monitoring and Evaluation in line with WG’s National Monitoring and Evaluation Plan, and will be required to do annual reporting and review data on a 3-yearly basis. The CJC’s Regional Transport Planning Subcommittee had considered the Plan in full on 21 January and provided some recommendations to the full CJC. Their first recommendation was to note the draft RTP and appendices and their second recommendation was to agree that the draft RTP and appendices are recommended to the CJC for public consultation. The Chair stated that we do not have much railway in Ceredigion so should have equivalent funding for other transport such as buses. There would be an opportunity during the consultation to make that point. The Chair had not been able to attend the meeting on 21st and asked if that issue had been covered. AE stated there was no specific discussion about the level of funding railways and where money goes within the whole transport network the Government manage, but there had been some discussion within some of the bus network planning that had been taking place within the Local Authorities. Action: AE made a note to raise this point as part of the public consultation. Cllr. JGW asked if there had been much discussion around electrification and the need to upgrade the grid. It was not just the Local Authorities, but also individuals and businesses that want an alternative to fossil fuel cars and want a transition. AE stated that within the Plan we talk about interdependencies, and one of these is about the need for power. The RTP is a 5-year plan and includes a plan of delivery for Electric Vehicle charging. Action: AE made a note to raise this point as part of the public consultation. Recommendation 1 of the Meeting – To approve the draft Regional Transport Plan and its appendices and to commence the public consultation in February and March of this year. Proposed by BGD. Seconded by JGW. All in agreement. No objections. Recommendation 1 is AGREED.

AGREED. Recommendation 3 of the Meeting (Recommendation 4.2 in the Agenda Paper) – It is recommended that all MWCJC Members approve the following with regard to the Strategic Planning Budget: a) To approve the Strategic Planning Expenditure Budget for the MWCJC for 2025/26 of £58,514 as outlined in Appendix A. b) To approve a levy chargeable against Powys and Ceredigion County Councils of £25,907 each and a levy of £6,700 chargeable against Bannau Brycheiniog National Park Authority in respect of the Strategic Planning Expenditure Budget for the MWCJC for 2025/26. The meeting received a report from Duncan Hall, Section 151 Officer on the proposed budget for the Mid Wales CJC 2025-26. The CJC has a legal requirement to set its budget by 31 January each year, and that is because it sets a levy on its constituent partners. Detailed information on the forecast outturn position for 2024/25 had also been included as Appendix to the supplementary Agenda Pack, for information. It was not part of the decision-making process. Not reflected in the appendix, there had been recent discussions with WG in terms of trying to secure some additional funding. This had referred back to the fact that there was grant offer in 2023/24 that the CJC was not able to fully draw down and WG were not able to find a way to carry forward. The CJC had put in a request for £80k which was not successful, but DH had received a grant variation offer on 28/01/2025 to the value of £30k. DH and EP would be accepting that offer, so there would be an additional £30k for RTP work within the current financial year. The detail on the proposed budget for 2025/26 was in Appendix A. DH noted a few changes from the current year. We are working on the basis of a reduction in Management / Coordination costs going forwards, so there would be a reduction in the charge from PCC on that particular line. There would be a continuation of the Core Officer resource for RTP work, and there is 12 months of resource put in next year’s budget. The line to continue the Strategic Planning work will continue the current level of resource, which is a contribution towards 2 part time posts. There is no budget for any significant spend for Strategic Planning work. The budget is predicated on both CCC and PCC continuing with the £100k per annum contribution each. In terms of SDP work, it was proposed that Bannau Brycheiniog have a similar level to the current year (a slight reduction to £6,700, as the management costs are reducing). DH referred to the lay member dynamic – any work that lay members do in terms of governance and audit committee, they are entitled to charge for their time. If it is a Ceredigion lay member, they would claim through CCC, who would recharge through the CJC; and if it is a Powys lay member, they would claim through PCC, who would recharge through the CJC. To ensure the financial budget is set for the MWCJC in line with relevant legislative requirements applicable to CJCs, the following recommendations were sought. Note that these are split because the first is just for PCC and CCC to vote on, and the second is for PCC, CCC and Bannau Brycheiniog. BR enquired about the relative contributions of the Bannau Brycheiniog National Park Authority, which is also part of two other CJCs, and whether their contribution was proportionate across the different CJCs. DH stated that some research had been done in terms of all the National Park Authorities and how they do or do not contribute to CJCs. For the Southwest CJC for the current financial year there was no charge to the National Park Authorities as they did not consider it appropriate for that financial year, but for 25/26 the proposed budget does start to charge small levies against both of their National Parks. It was a similar case with the other CJCs who were starting to charge a small levy for strategic planning matters against their National Park Authorities. GJ stated that the amounts that Bannau Brycheiniog make to the 3 CJCs are based on a percentage of their regional population, so it was consistent in how that was being applied. Southwest CJC was not proceeding with their Strategic Development Plan at the moment, so there was a very low charge. Southeast CJC was doing so, and he expected the charge to increase over coming years. Recommendation 2 of the Meeting (Recommendation 4.1 in the Agenda Paper) – It is recommended that Ceredigion and Powys Council MWCJC Members approve the following with regard to the General Budget: a) To approve the General Expenditure Budget for the MWCJC for 2025/26 of £83,044 and £97,142 for the Regional Transport Plan Budget as outlined in Appendix A. b) To approve a levy chargeable against Powys and Ceredigion County Councils of £74,093 each in respect of the General Expenditure Budget and the Regional Transport Budget for the MWCJC for 2025/26. Proposed by BGD. Seconded by JGW. All in agreement. No objections. Recommendation 2 is AGREED. Recommendation 3 is AGREED.
The Chair stated that one of the Ministers had stated that regionally we should be looking at planning and building control. DR stated that formally there was a longer term look at 2026/27 to look at the planning and building control functions, and more information was expected at a later stage. The Chair asked that if anything further is heard from WG in terms of this, please could the Members be updated.
