There were no declarations of interest to declare relating to matters to be considered on the agenda.
The Chair proposed that the minutes of the last meeting are approved and agreed as a true record - County Councillor Gareth Ratcliffe seconded that the minutes of the Mid Wales CJC Meeting held on 30th July 2024 be signed as a true record and agreed by County Councillor James Gibson-Watt. ACTION OUTSTANDING - Correspondence to Welsh Government around the funding to the CJC and the impact of capacity on Chief Executive Officers. Letters sent to the Cabinet Secretary for Economy, Energy and Planning from the Chair and Vice Chair/Leaders of Powys and Ceredigion Local Authorities and to the Cabinet Secretary for Housing and Local Government from the CEOs, but no response received to date. The Chair suggested any feedback in the meantime could be circulated between the Chair and County Councillors James Gibson-Watt and Gareth Ratcliffe.
Sarah Groves-Phillips, Strategic Lead, Strategic Development Plan/Policy Manager gave an update on the CJC Strategic Development Planning Sub Committee. There are two main recommendations – 1) To note the progress and update on actions undertaken to date. 2) For Members to consider and agree the proposed recommendations of the SDP Sub Committee Workshop, noting the intention not to meet the deadline of the Minister in respect of the Delivery Agreement. SUMMARY: Ø SDP Sub Committee Workshop: Held on 13th June 2024 with Powys, Ceredigion, and Bannau Brycheiniog authorities. Ø Update on Positions: Ceredigion: LDP remains on pause. Bannau Brycheiniog: Sought approval to withdraw the previous replacement LDP and work towards a delivery agreement by the end of this financial year. Powys: Currently undergoing replacement LDP, 12 months behind schedule. Out to consultation now for the preferred strategy. Ø Other CJC Regions: Noted the various stages of SDP preparations across other regions. Ø Workshop Discussions: Strong concerns about the lack of a current SDP manual. A draft issued 18 months ago was a carbon copy of an LDP manual. Agreement that the SDP manual needs to be flexible to allow regions to undertake preparations differently. WG confirmed a new SDP manual is unlikely this year but may be produced by late Spring 2025. Ø SDP Team Resources: Discussions on whether to have a separately resourced SDP team or use current planning policy teams from each authority. Powys and Bannau Brycheiniog are currently undertaking LDPs and have no capacity. Ceredigion cannot work alone as it is meant to be a regional partnership. Ø Resources and Budget: With resources and budget discussions needed, it is not appropriate to submit a delivery agreement at this time. It was agreed at the workshop that the following four steps should be followed - Ø Ceredigion CC remains the Lead Authority for this financial year. Ø The CJC progress discussions at a Ministerial level as to whether it was a requirement or a recommendation to submit a delivery agreement by the end of this calendar year. Ø That a submission of a delivery agreement would be premature without appropriate resource and an SDP manual. Ø That work should progress to use the replacement LDP preparation of a future SDP and to ensure this, joint-commissioning and agreement on principles and methodologies should be progressed. The Chair asked for SGP’s comment on the inclusion of the Regional Transport Planning. SGP is comfortable in stating that as much planning policy input from the three regions have been given and through CCC has been provided to the RTP and hopeful that an RTP will be produced that is reflective of planning policy across the region. County Councillor Gareth Ratcliffe shared some concerns with Bannau Brycheiniog and capacity level and input into the SDP. Bannau Brycheiniog are in partnership with a total of three areas, so capacity and funding are diluted and that is not the partnership that Bannau Brycheiniog wishes to have with the three CJC’s it is involved with. The Chair acknowledges County Councillor Gareth Ratcliffe’s concerns. SGP also acknowledges the concerns about funding as the SDP is a costly document, unfortunately the WG has not provided funding as with the RTP. County Councillor James Gibson-Watt, happy with the recommendations but queried whether to signal to WG and National Resources Wales the complications to the operation of the CJC that would occur should the possible extension of the existing Clwydian Range and Dee Valley Area Range be turned into a National Park and extending it down to part of the Mid Wales region. The Chair welcomed observation from SGP - any new National Park would be a strategic partner just as Bannau Brycheiniog is currently and concurs that now is not the appropriate time to begin an SDP. This has not been raised with WG as awaiting consultation return and what that may entail. A conversation would have to take place of how to integrate that going forward and when the opportunity arises SGP will raise this with WG. GJ updated on resources implications as the National Park Authority is a member of both the Southeast and Southwest Wales CJC, so party to discussions on the SDP, with both those Authorities raising similar concerns. Both Authorities looking to have a conversation with Welsh Government, GJ suggests we provide an overall approach to WG in terms of resources faced in taking the SDP forward. The Chair asked for comments on the understanding that we take forward the concerns as one with other Authorities in Wales. EP advised there was recently a meeting of CEOs of the CJC’s with Welsh Government Officials and these points were raised at that session. Reg Kilpatrick, Senior Civil Servant was present. A local visit to Powys is scheduled in the coming weeks so EP suggested raising this again, assuming how this conversation goes to follow up collectively with other Chairs or CEOs of the CJC’s to write with a unanimous decision on the matter. ACTION NW to co-ordinate a meeting of all the CJC Chairs and CEOs to decide on how to take this matter forward collectively to WG. RECOMMENDATIONS • To note the progress and narrative update on actions undertaken to date. • For Members to consider and agree the proposed recommendations of the Strategic Planning Sub-Committee noting the intention of the Strategic Planning Sub-Committee not to meet the deadline of the Minister in respect of submitting a delivery agreement. • To consult with Welsh Government confirming a commitment to prepare a Delivery Agreement for submission when sufficient resource and capacity become available from constituent authorities following the adoption of Replacement LDPs. County Councillors James Gibson-Watt, Bryan Davies and Gareth Ratcliffe all unanimously agreed that the three above recommendations are accepted.
The purpose of the report is to provide an update to the Mid Wales Corporate Joint Committee on the work of the Regional Transport Planning Sub Committee. The decision sought is to note the content of the report updating the current work on the draft Regional Transport Plan together with the amended timeline for delivery of the Plan. As part of the CJC legislation, and the required regulations and guidance provided by the Welsh Government, the CJC has been asked to produce a Regional Transport Plan. Since the last Committee on 30th July 2024, the outline Transport Plan has been submitted to Welsh Government for feedback and comments. The Welsh Government have commented in detail and it has been agreed that due to timescales, these comments will be considered as part of the public consultation. A CJC workshop took place on 10th September outlining all the requirements which concluded that further refining of the RTP was needed. It was decided that the timeline for the RTP would need to be amended. The amended timeline was agreed as follows: · Draft RTP and assessments re-write – 1st Oct to 18th Nov 2024 · Translation of documents and commencement of SEA end of Feb 2025 · CJC Transport Sub Committee 21st Jan 2025 · Full CJC meeting 27th Jan 2025 · Public Consultation Feb and March 2025 (8 weeks) · Consultation report and amendments completed by beginning of May 2025 · Further assessment by Welsh Government and comments · Final documents completed August 2025 RECOMMENDATION To note the content of the report updating the work on the Regional Transport Plan, and particularly the amended timeline for delivery. The Chair and County Councillors James Gibson-Watt and Gareth Ratcliffe unanimously agreed it to accept the recommendation as above.
