Resolved that the generic role description and person specification, developed by the Welsh Local Government Association [WLGA] is adopted and amended, if required, for any particular MC role. · Appointment of MC – the Committee debated the options for the recruitment and appointment of MCs to ensure that this was democratic but also not an overly bureaucratic process. The Leader needed to be involved to ensure there was no overlap or duplication of roles with the Cabinet and MCs need to compliment the Cabinet roles. Resolved that: o When a new MC role has been established, the information regarding this role will be circulated to all Councillors and expressions of interest will be sought. o If more than one Councillor expresses an interest in a MC role, the Leader with the Chair of Council and relevant Portfolio Holder will consider each individual. o These will recommend the appointment of a Councillor as a MC to Council. In response to a question the Head of Legal Services advised that all Council decisions are taken on a majority vote. If Council disagreed with the recommendation the Leader, Chair of Council and Portfolio Holder would have to consider the position again. · Reporting back on MC’s work – Resolved that the template for the draft annual report was agreed. · Feedback from other sources – external reports – reports on the work of the MC from external groups was not considered necessary, as this was imposing extra work on those organisations. It was considered that if any issues needed to be raised it was hoped that these would be brought to the Council’s attention at an early date. Resolved that a feedback form from external organisations was not required. · Term of office for a MC – the Committee considered whether this should be on an annual basis or for the Council term. It was considered that a MC would need to develop relationships and trust with those groups being represented and changing a MC every year could be detrimental to this. Resolved that appointments should be for the term of the Council. · How would a MC be removed if they were not fulfilling the role? – in response to a question the Head of Legal Services advised that this would need to be added to the Constitution that the Council would consider the removal of a member as a MC. · MC roles – it was noted that MCs should represent underrepresented and marginalised groups. It was suggested that issues/topics could be combined to make roles broader than those appointed in previous administrations and rolled forward in the current administration. For example rather than a disability champion a MC could be for all protected classes. Resolved that councillors should be asked, via a short questionnaire, what MCs are required going forward and that once the roles, responsibilities, support and governance arrangements are adopted by Council, the MC roles should be open to all members to express an interest.
Resolved that the Committee waits for the views of the IRPW, on whether “one-off” payments can be made to committee chairs, prior to considering this issue further and that a further meeting is called before the scheduled meeting in November to consider this issue.
Apologies for absence were received from County Councillors G E Jones, E Vaughan and S L Williams.
The Chair was authorised to sign the minutes of the meeting held on 22 April 2024 as a correct record.
There were no declarations of interest.
Councillor Peter Lewington was elected as Vice-Chair for the ensuing year.

The Committee considered the following: · Generic role description and person specification, developed by the Welsh Local Government Association [WLGA] – it was noted that this generic role description is contained in the Constitution. The Committee considered the report regarding the review of payment of a senior salary to the Chair of the Employment Committee. The Head of Business Intelligence and Governance advised that the Independent Remuneration Panel for Wales [IRPW] would consider whether a “one-off” payment could be made, when it’s Panel meets on 3 September 2024. Resolved that the Committee waits for the views of the IRPW, on whether “one-off” payments can be made to committee chairs, prior to considering this issue further and that a further meeting is called before the scheduled meeting in November to consider this issue.
The Committee noted the report provided for information. Comment was made that there are already ways in which a member can champion their own work ethic, by way of such things as quarterly newsletters, social media and annual reports. The number of meetings attended does not indicate the contribution made by a member at meetings and someone involved in only a few committees will be able to achieve a better attendance rate than someone involved in numerous committees. It was noted that the number of meetings recorded on the Moderngov system does not reflect all the meetings in which members are involved and officers were looking at whether this can be adjusted. Members should be encouraged to use their annual reports to explain their work and the reports promoted to the public.
The Head of Business Intelligence and Governance advised that the Working Group established at the last meeting had met to review the Members’ Handbook currently under development. The draft handbook would be shared with councillors at the Sustainable Powys event on 5 September 2024. Once it had been finalised a link would be provided to councillors.
The Work Programme was noted. The Committee noted that the Whistleblowing Policy was being reviewed by the Governance and Audit Committee. It had established a Working Group to consider fictitious cases using the policy. A report back on Member Champions would be added to the November programme as a result of the Committees’ earlier decision.
