DH reported that expenditure against the budget for 2023/24 was £304,187 which resulted in an underspend of £287,813. This was partly due to maximising staffing spend against the final instalment of WEFO funding and the slower than anticipated progress of projects which resulted in an underspend against the assurance budget line and the delay in completing the Sites & Premises Programme Development. The Board was asked to approve an updated budget for 2024/25 of £642,343 as £25,000 had been set aside in an earmarked reserve to be spent during 2024/25 on the Sites & Premises Programme Development work. RESOLVED 1. To note the 2023/24 Outturn position for the GMW Budget, as outlined in section 1 of the report. 2. To approve an updated GMW budget for 2024/25 of £642,343.
CM presented an overview of the progress over the last quarter and next steps relating to the Mid Wales Growth Deal. She reported that following the Portfolio Assurance Review, a report had been provided to the Senior Responsible Owners providing an AMBER rating which she said was a fair reflection of the current position as the Growth Deal transitioned from development to delivery of the Portfolio. The main recommendations were: § Development of an End-to-End delivery plan § Development of a Ways of Working § Further development of documents, templates and processes § Review of stakeholder engagement and communications § Review of governance processes and papers § Development of Funding strategy and Funding Model § Undertake resource review including skills gap analysis An action plan was already underway to address the 13 recommendations with additional external support taken on to provide assistance. The Board discussed whether the process was too bureaucratic and what could be done to expedite the projects. It was acknowledged that portfolio development was taking longer than anticipated. The Leaders and officers had raised this as a concern with the UK and Welsh Governments and officers were looking at how processes could be streamlined. Officers would follow up on the concerns raised by members. Ann Watkin said that she would discuss the concerns raised by the Board with the Board’s officers and government officials. It was anticipated that the full business case for the Elan Valley project would be ready in the autumn followed by the full business case for the two Aberystwyth university projects. BR noted that project sponsors were having to invest in the projects before they could be certain of approval. CM reported that other Growth Deal areas had reported similar issues. Representations had been made to the two governments to allow funding to be released to help sponsors develop their business cases. CM also noted that sponsors were having difficulty in attracting march funding and that the Board may have to consider whether it made additional finding available to plug the funding gap.
