Response by the Cabinet Member: There is no official method for repairing potholes as there are numerous methods which could be considered when undertaking this task. When carrying out pothole repairs there are varying contributing factors but ultimately it is to remove the defect highlighted to try and avoid damage to vehicles, accidents and claims being made against the local authority. A lot of the repairs involve plugging the defect as a holding repair within the timeline set as per the categorisation of the carriageway it is on, thus removing it, to allow programmed repairs to be undertaken when resource / budget allows. If undertaking holding pothole repairs we recommend that they should be cleaned out, tac coat or spray emulsion added to at least the vertical sides and the material compacted using a vibratory tool. Some pothole repairs with the potential of causing immediate harm will be compacted with a hand rammer due to the circumstances that they are detected. Urban areas will always have more road repairs carried out than rural areas due to higher footfall and traffic and the increased inspection schedule undertaken on these higher classed carriageways. The standard should remain the same whether repairs are undertaken on urban or rural areas.
