Grid Ref: E: 284921 N: 291803 Valid Date: 16/04/2024 Community Council: Trefeglwys Community Council Applicant: Bute Energy Location: Land 3800 Meters West of Staylittle, Staylittle, Llanbrynmair, Powys Proposal: Erection and operation of a temporary meteorological mast for a 36-month period Application Type: Full application County Councillor G Mitchell spoke as the local representative. Mr J Bimson spoke as an objector. Mr R Mitchell spoke as the agent. The Principal Planning Officer advised in response to a question that there were nine groups of railway sleepers, which would be used as anchorage points for the guide ropes. There was no information on whether these were tanalised but if the Committee were minded to approve the application it could be conditioned that they should not. In response to a question regarding the weather station located near this application site the Professional Lead Planning advised that the Committee needs to consider this application on its own merit and in line with planning policies. He advised that there are no policies in the Local Development Plan regarding meteorological masts but there are other policies such as Policy DM4 which are applicable. Officers advised in response to a question regarding aviation safety that condition 4 sought further information regarding how the mast would be lit to maintain civil and military aviation safety. Comments were made that small private aircraft do not use infra-red equipment. In response to a question the Professional Lead Planning advised that the application was for a mast to test wind conditions in the area and the information gathered would be used by the windfarm developer to determine whether to submit an application for an energy project. This possible future project, however, was not an issue for consideration at this point and the Committee must only consider the merits of the current application. The reasons for refusing the previous application were noted and officers were asked if Natural Resources Wales’s [NRW] ornithologists had commented on the new information submitted by the applicant. The Committee was advised that no response had been received from NRW. The Professional Lead Planning advised in response to a question that the impact of the mast on birds would be monitored but would not result in the mast being taken down earlier, if bird strikes occurred. The data gathered however, would inform the consideration of any future applications. In respect of consultation with NRW the Professional Lead Planning advised that on reviewing the file NRW had not been consulted on this or the previous application. He stated that the general regulations state who to consult for developments in close proximity to a Site of Special Scientific Interest (SSSI). He advised that if the Committee were minded to approve the application, it would be subject to consultation with NRW. It was moved and duly seconded to defer consideration of the application to allow consultation with NRW, especially regarding the potential impact upon birds and ornithology and the monitoring of bird strikes and reporting on this during the life of the proposed development and to establish whether a red light in addition to infra-red light is required for small aircraft, which will have a visual impact at night.
