RESOLVED Reason for decision To note the minor amendments made to Section 13 – Responsibility for functions – Rule B4, of the Constitution by the Head of Legal Services and Monitoring Officer. To monitor, review and make minor amendments to the Constitution in accordance with Rules 2.4, 2.7 and 2,8 of the Constitution.
Apologies for absence were received from County Councillors DOCVARIABLE "MembersExcusesShortRoleList" \* MERGEFORMAT P E Lewis and S L Williams.
The Chair was authorised to sign the minutes of the meeting held on 8 January 2024 as a correct record.
There were no declarations of interest.
The Committee considered the Member Champions review report. The Chair welcomed Councillors Joy Jones and Ange Williams to the meeting as current and past Members Champions. The Committee noted the written comments provided by the Councillors. Councillor Jones advised that she had been the Antipoverty Member Champion for long time. She attended local meetings and previously meetings across the county, engaging with groups across Powys sharing residents’ views. She works with PAVO and the Health Authority and other organisations. She advised she used to share information with the previous Cabinet but this had lapsed in the latter years of the previous Cabinet and with the current Cabinet. However, she has now worked with the Cabinet member for poverty and they have also linked with officers. Her role does not cost the Council anything. Councillor Williams advised she was the Disability Champion for seven years but was not sure if she had been appointed by the current administration. She helped to set up various groups in Powys and attended Accessibility Wales meetings. She joined the Additional Learning Needs [ALN] meetings and learnt about accessibility and learning in schools and helped to put together some changes in ALN. She advised the champion role is there for people who have no voice. The following comments were made: · If member champions are to be appointed, information should be provided on the Council website about their roles and contact details · Providing support to members of the public on issues was considered to be the role of all members and if champions exist how they work with other councillors needs to be clear · Member champions should be seen as influencing policies and strategies across the council, championing a particular interest group, having a lobbying role and representing the needs of specific under-represented groups · The Cabinet needs to be clear whether it wishes member champion roles should continue and which roles are being undertaken by Cabinet members · The Antipoverty and Disability Champions do challenge discussions at Council meetings · The added value of member champions was questioned and it was not clear what they added over and above what all councillors would do in their roles · The appointments process for member champions was undemocratic, whether they should be appointed by the Leader was questioned, appointments should not role over from one administration to the next and roles should be open to all members · If member champions are to have a lobbying and challenging role then portfolio holders should not be appointed as member champions · Member champions should represent minority groups · The roles should be open to all members and represent Powys as a whole. There could be a cost to this if the champion travelled in the county · There is a distinction between the case work a councillor undertakes in their day to day work with communities and a member champion role. A member champion would be an advocate for a group or section of society and would challenge the Cabinet regarding policy etc. · There are no resources available to member champions to support them in their role. · If member champion roles were to continue, they should know who their key Cabinet member and officer links are. · Member champions could bring knowledge and a “lived experience” to the role and their knowledge and ideas could also bring efficiencies and identify savings. It was moved and duly seconded to continue with member champion roles. On the casting vote of the Chair the motion was lost. Recommendation to Full Council that Reason for decision Member Champion roles are not required within the Council. After the review the added value of Member Champions was not clear.

Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
