Does dim crynodeb o'r cyfarfod hwn eto. Caiff crynodebau eu hysgrifennu pan fydd y cyngor yn cyhoeddi'r cofnodion, sef ei gofnod swyddogol o'r hyn a benderfynodd cyfarfod. Maen nhw fel arfer yn ymddangos ychydig wythnosau ar ôl y cyfarfod.
Response by the Cabinet Member: Welsh Government have made an order under powers devolved to them [Section 81 of the Road Traffic Regulation Act 1984] which makes restricted roads within Wales limited to 20mph. Local Authorities do not have the power to alter this national limit and therefore unable to rescind the made order. Welsh Government did accept this lowered national limit may not be appropriate in all settings on the existing restricted roads, and published exception guidance for local authorities to apply. This guidance was issued to ensure there was a consistent approach across the whole of Wales when deciding which sections of restricted roads should be exempted. Powys CC as well as the Welsh Government who are the highway authority for the trunk roads within Powys, have been consistent in applying the criteria for exceptions in line with the published guidance. It is important to note that during the consultation Powys residents asked for more 20mph zones not less.(More 20mph zones in Powys after locals call for speed cut | County Times). All County Councillors were included in that consultation together with Town and Community Councils. The evidence from around the world is very clear – decreasing speeds will reduce collisions, save lives and reduce injuries. By reducing the default speed, it will make it easier for drivers to stop in time to prevent collisions. A person is around five times more likely to be killed when hit by a vehicle travelling at around 30mph than they are from a vehicle travelling around 20mph. Just to be clear, it was a former Welsh Conservative Senedd Member, David Melding, who first submitted a motion to introduce a 20mph default speed limit in residential areas, which had cross-party support. Furthermore, evidence suggests that most people in Wales (63%) support a lower speed limit where people live. Source: 20mph public attitudes research | GOV.WALES
Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
Caiff datganiadau eu darllen o'r cofnodion unwaith y byddan nhw wedi'u cyhoeddi.
Dyw'r cyngor ddim wedi cofnodi presenoldeb ar gyfer y cyfarfod hwn.
Yn rhestru cynghorwyr presennol y cyngor yn unig. Nid yw aelodau cyfetholedig, swyddogion a chyn-gynghorwyr yn cael eu dangos.
