Apologies for absence were received from County Councillors Anita Cartwright, Heulwen Hulme, Gareth E Jones and David Meredith.
The Chair was authorised to sign the minutes of the meeting held on 6th July 2023 as a correct record.
There were no Declarations of Interest from Members relating to items to be considered on the agenda.
The Committee considered the report regarding the appointment of 3 co-opted Members to the membership of the PSB Scrutiny Committee as well as to amend its term of Reference in relation to meetings. In response to question raised as to the process involved to source co-opted partners, the Committee were informed that organisations were requested to put forward candidates that would fit the specified criteria. Committee Members present were content to put the recommendation and Terms of Reference amendment proposal to the next Full Council meeting.
The Committee were advised of the minor amendments made to the Constitution undertaken by the Head of Legal and Monitoring Officer under delegated authority as set out in rules 2.7 and 2.8 of the Constitution. As minor amendments, the Committee were advised, with no requirement for consent. In response to a point raised in respect of movement of services under a new directorate, and were associated budgets aligned, the Head of Legal Services and the Monitoring Officer, confirmed that the budget for Democratic Services moved simultaneously under the Transformation Directorate budget. The Chair confirmed that the Committee duly noted the amendments made to the Constitution as set out in the papers presented.
