Does dim crynodeb o'r cyfarfod hwn eto. Caiff crynodebau eu hysgrifennu pan fydd y cyngor yn cyhoeddi'r cofnodion, sef ei gofnod swyddogol o'r hyn a benderfynodd cyfarfod. Maen nhw fel arfer yn ymddangos ychydig wythnosau ar ôl y cyfarfod.
Response by the Cabinet Member: C. Hoffwn wybod pwy wnaeth awdurdodi’r enwau [Saesneg] hyn? I gychwyn, derbyniodd swyddog enwi strydoedd Powys 3 awgrym am enw oddi wrth y datblygwr ar gyfer y strydoedd newydd. Mae’r strydoedd hyn wedi eu lleoli oddi ar y stryd sy’n bodoli eisoes, a elwir yn Penarron Drive. Yr enwau a awgrymwyd gan y datblygwr oedd Cae Glas, Dol Y Felin a Tan Y Coed. Ystyriwyd y 3 enw yn dderbyniol gan y swyddog enwi strydoedd ac yna fe’u trosglwyddodd i’r Cyngor Cymuned am sylwadau. Yn dilyn hynny, derbyniodd y swyddog enwi strydoedd ymateb yn ôl oddi wrth y Cyngor Cymuned yn gwrthwynebu bob un o’r 3 enw gan ddatgan eu bod yn awyddus i’r enwau fod yn gysylltiedig â safleoedd hanesyddol a thopograffig penodol sy’n berthnasol i Ceri. Cyn iddynt ddod i unrhyw benderfyniad, bydd y tîm enwi strydoedd bob amser yn ystyried safbwyntiau’r gymuned leol. Wrth iddynt gyflwyno eu gwrthwynebiad, gwnaeth y Cyngor Cymuned gynnig 3 enw arall, bob un yn y Saesneg, sef, Cae Glas i’w newid St. Michael’s Drive, Dol Y Felin i’w newid i Gilfach Close, a Tan Y Coed i’w newid i Moat Bank. Cafwyd sylwadau a chadarnhad pellach i’r enwau hyn hefyd oddi wrth y Cynghorydd Kath Roberts-Jones. Ymgynghorodd y swyddog enwi strydoedd â’r datblygwr ynghylch yr enwau amgen ac fe gadarnhaodd nad oedd unrhyw wrthwynebiad i’r enwau a awgrymwyd gan y Cyngor Cymuned. Yn unol â pholisi rhifo ac enwi strydoedd Powys a Safonau’r Gymraeg, cafodd yr enwau hyn eu hanfon wedyn at dîm cyfieithu CSP i’w cyfieithu i’r Gymraeg. Ar ôl i’r enwau gael eu cymeradwyo, cafodd y datblygwr ei hysbysu ynghylch manyleb a gofynion arwyddon sef eu bod yn ddwyieithog gyda’r enw Cymraeg uwch ben yr enw Saesneg. C. Pam wnaethant anwybyddu polisi’r Cyngor? Mae’r tîm enwi strydoedd yn fodlon eu bod, yn ystod y broses o enwi’r strydoedd newydd, wedi dilyn y polisi ar gyfer enwi strydoedd newydd yng Ngheri. Ni all y tîm enwi strydoedd wneud sylw ynghylch pam fod yr arwyddion yn Saesneg yn unig. Mewn gwirionedd, mae eich sylw ynghylch cynigiad 2014 yn anghywir. Mae’r argymhelliad a gymeradwywyd (eitem 18 o 22 Hydref 2014) ble mae enwau Cymraeg yn unig yn ofynnol, yn berthnasol i enwi datblygiad newydd gan Gyngor Powys yn unig. Q. Pam wnaethant anwybyddu Safonau’r Gymraeg? Mae’r tîm enwi strydoedd yn fodlon eu bod, yn ystod y broses o enwi’r strydoedd newydd, wedi dilyn Safonau’r Gymraeg. Ni all y tîm enwi strydoedd wneud sylw ynghylch pam fod yr arwyddion yn Saesneg yn unig. C. Beth fydd y Cyngor yn ei wneud i unioni hyn? Mater i adran Priffyrdd CSP yw goruchwylio, cymeradwyo a mabwysiadu arwyddion stryd. Yn dilyn trafodaethau â Phriffyrdd, cafodd ei gadarnhau nad yw’r arwyddion stryd wedi cael eu hasesu eto am eu haddasrwydd (mae hyn yn ffurfio rhan o Adran 1 proses fabwysiadu’r briffordd). Cawsom ein hysbysu y bydd cysylltiad yn cael ei wneud â’r datblygwr i amnewid yr arwyddion stryd cyfredol am arwyddion dwyieithog sef: Clos Sant Mihangel - St Michaels Close; Clos Gilfach - Gilfach Close; Ffos y Clawdd - Moat Bank. C. Pa fesurau a gymerir er mwyn sicrhau na fydd hyn yn digwydd eto? Yn ystod y broses enwi strydoedd newydd rydym ni’n fodlon fod polisïau enwi strydoedd y cyngor a Safonau’r Gymraeg wedi cael eu dilyn. Cyfrifoldeb Priffyrdd Cyngor Sir Powys yw sicrhau fod arwyddion stryd yn cydymffurfio â Safonau’r Gymraeg. Q. I would like to know who approved of these [English] names? The Powys street naming officer initially received 3 suggested names from the developer for the new streets. These streets being off the existing street known as Penarron Drive. The names suggested by the developer were Cae Glas, Dol Y Felin and Tan Y Coed. All 3 names were considered to be acceptable by the street naming officer and were then forwarded to the Community Council for comment. The street naming officer subsequently received a response back from the Community Council objecting to all 3 the names stating that they were keen that the names should relate to specific historical and topographic sites pertinent to the village of Kerry. Before making any decision the street naming team will always giving consideration to the opinions of the local community. In making their objection the Community Council proposed 3 alternative names all in English, namely Cae Glas to be changed to St. Michael’s Drive, Dol Y Felin to be changed to Gilfach Close, and Tan Y Coed to be changed to Moat Bank. Further comments and endorsement for these names was also received from Councillor Kath Roberts-Jones. The street naming officer consulted with the developer on the suggested alternative names who confirmed that there was no objection to the names suggested by the Community Council. In line with Powys street naming and numbering policy and the Welsh language Standards these names were then sent to the PCC translation team for translation into Welsh. Upon approval of the names the developer was notified of the signage specification and requirement for the sign to be bi-lingual with the Welsh name being the principal name above the English. Q. Why did they ignore the Council’s policy? The street naming team are satisfied that during the process of naming the new streets the policy for naming the new streets in Kerry has been followed. The street naming team cannot comment as to why the signs were in English only. Your comment regarding the 2014 proposal is in fact in correct. The approved recommendation (item 18 of the 22nd October 2014) requiring Welsh names only relates solely to the naming of new Powys Council development. Q. Why did they ignore the Welsh Language Standards? The street naming team are satisfied that during the process of naming the new streets the Welsh Language Standards were followed. The street naming team cannot comment as to why the signs were in English only. Q. What will the Council do to rectify this? The oversight, approval and adoption of street signage is a matter for PCC Highways department. Following discussions with Highways it has been confirmed that the street signs have not yet be assessed for their suitability (this forming part of Section 1 of the adoption process of the highway). We have been advised that the developer will be contacted to replace the current street signs with bi-lingual signage namely: Clos Sant Mihangel - St Michaels Close; Clos Gilfach - Gilfach Close; Ffos y Clawdd - Moat Bank. Q. What measures will be taken to ensure that this does not happen again? We are satisfied that during the process of naming the new streets the councils street naming policies and Welsh Language Standards have been followed. Responsibility for ensuring that the street signage is compliant with the Welsh language Standards rests with Powys CC Highways.
Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
Caiff datganiadau eu darllen o'r cofnodion unwaith y byddan nhw wedi'u cyhoeddi.
Dyw'r cyngor ddim wedi cofnodi presenoldeb ar gyfer y cyfarfod hwn.
Yn rhestru cynghorwyr presennol y cyngor yn unig. Nid yw aelodau cyfetholedig, swyddogion a chyn-gynghorwyr yn cael eu dangos.
