Response by the Cabinet Member: Thank you for your questions, which are repeated below, followed by my answers. 1. How does the Council’s central education service support schools and headteachers in the run up to and in the weeks following school Estyn inspections? The school’s School Improvement Adviser(SIA) supports the school in the run up to and following an inspection. The school and the local authority are notified ten days before the start of the inspection. The lead SIA will support the school with any documentation which needs to be uploaded. For example, the School Development Plan is a key document and will have been worked on over the course of the academic year. The SIA will provide support prior to this being uploaded to the inspection area. The SIA offers support to meet with staff and the two governors due to meet inspectors prior to the inspection. The SIA remains in contact with the headteacher throughout the inspection week. The SIA will provide advice and support to the headteacher on aspects which will have been sign posted by the inspection team. For example, if they indicate that there is a lack of evidence for independent learning, the SIA will suggest opportunities to demonstrate this and highlight evidence that may have been seen in previous school visits. Following an inspection, the SIA will work with the headteacher to create the Post Inspection Action Plan. This needs to be created within 20 working days of the publication of the inspection report. 2. Does the council communicate with Estyn regularly regarding its inspection programme for schools in Powys? For example, if it was felt that an inspection wouldn’t be in the best interests of a school or its pupils due to current unique circumstances (e.g. a headteacher had recently had to take leave for hospital treatment), could the council communicate that concern to Estyn? The local authority have half termly meetings with the Estyn Local Authority Link Officer(LALI). LA officers are able to discuss all of the schools with the LALI. Estyn have the right to inspect any school at any time. They would not postpone an inspection. 3. What steps does the council take to prepare schools for future inspections considering findings/recommendations from previous inspections from across Powys which could be disseminated? School Improvement Advisers constantly review findings and recommendations from Estyn inspections, not just within Powys but also across Wales. This informs the support provided and highlights areas which become a focus. For example, in 2022, there was a strong focus on Welsh language standards. Therefore, bespoke support was provided to Welsh medium schools through the SIA team. Also, governor involvement in monitoring was highlighted by Estyn. Therefore, School Improvement Advisers held several governor training sessions on effective monitoring. There was also bespoke support provided to schools to work alongside governors to conduct joint monitoring. 4. Has the council considered the findings of the schools safeguarding audit carried out in 2022 and prioritised the work schools property services needs to do to respond to safeguarding concerns raised by schools? If a safeguarding issue highlighted on such audit was to be raised during an Estyn inspection, does the council accept that responsibility lies with the department and not an individual school? The safeguarding audits are an essential self-evaluation tool for schools to identify areas of strength and where improvements are required. Should there be a property issue that needs addressing, the school should raise it immediately with Property Services. Works that are raised with Property Services are prioritised based on a set of criteria as previously agreed by Cabinet.
