Response by the Cabinet Member: For an update on all of the 33 projects that were approved for funding in year one. Specifically can the portfolio holder re-confirm the amount of funding to each individual project and the amount of defrayed payments and subsequent claims that have been made to UK for each of these projects before the deadline of 31/03/23, and which of these have actually been paid. We are currently closing down our end of year accounts and as such this information will not be finalised by our finance teams until Mid-May. If there is a discrepancy between the awarded and claimed amount can he please explain why these have occurred, when approved projects where scored and shortlisted based on their ability to ‘spend / complete’ before the yr1 deadline. As above this information is currently un-available to provide a response. Can the portfolio holder confirm that he has requested to UK government to carry forward the yr1 projected & un-allocated amount of £679,148. A request was submitted by Ceredigion Council as lead authority for Shared Prosperity to UK Government and this request has been approved. Can he also explain why, unlike some local authorities, Powys choose not to request a much larger figure was carried forward to year 2 which would have allowed many more applications from external bodies to have been assessed. All Local Authorities were advised that projects starting from 1st April 2023 would be eligible for funding even though anticipated sign-off was not expected until October 2023. Any projects were at risk of receiving final SPF investment approval and as such many other regions chose not to proceed. Powys chose to approve projects at risk to ensure the people of Powys benefited from investment as there had been no written guarantee of any carried forward of funds. Other regions chose to wait for a decision putting year one funds at risk.
