Response by the Cabinet Member: Cylch Meithrin Aberhonddu is an early years provider run by Cymryd Rhan. They have a contract with Powys Early Years to provide 10 hours of education provision for children aged three and four years old. Childcare provision at the setting is not organised by Powys County Council, however, the childcare provider currently delivers childcare for 2–5 year olds funded through the Welsh Government Childcare Offer for Wales and parental fees. On Friday 3rd March, Cymryd Rhan informed Powys Early Years team that they would be terminating their contract to provide Early Years Education at the end of the spring term 2023. They had been looking to relocate to other premises in Brecon but had been unsuccessful in finding any new premises. Officers spoke to Cymryd Rhan about the termination and stated that the contract stipulates settings can withdraw from being a provider subject to a minimum of a terms notice. However, Cymryd Rhan were adamant that they could not staff the setting for the notice period of the contract and would withdraw their service by the start of the summer term 2023. On Monday 6th March, Cymryd Rhan notified the parents of children and the setting of their intention to close the setting. They also informed the school that they would be vacating the building at the end of the spring term. The Chair of Governors contacted the Early Years team to set up an urgent meeting to discuss the situation and explore options the school could implement to support the children currently accessing education support and those children accessing childcare. This meeting took place on Thursday 9th March. The school would like to provide early years education and childcare support. However, to be a provider they will need to be registered with the Care Inspectorate for Wales (CIW). This registration may take a number of weeks to complete. The Children’s Commissioning Team and Early Years team are supporting the school with the CIW application and looking at possible interim measures to support children that access the setting. Any interim measures would be funded by Early Years and relates to the education entitlement of 10 hours per week for three and four year old children. Funding would be through the allocation already budgeted for the current provider. However, until the CIW Registration is received the school would be unable to provide the full 30 hours of childcare and education provision. Further details of the interim provision are being worked through between the school, Children’s Commissioning and Early Years teams. Parents may receive educational provision and childcare at other Early Years settings within the town and contact details for the Admissions team have been share with parents. Options for Welsh medium provision are also available and these would be at the nearest available Welsh medium setting.
