Response by the Cabinet Member: Please note that the emergency measures proposed by Freedom Leisure for our Leisure Centres and reluctantly supported by Cabinet on the 13/02/22 relate to the current financial year 22/23. The funding settlement for 23/24 has just been announced and does include an increase in the anticipated uplift to the authority. In her letter to Local Authority Leaders, Rebecca Evans MS, Minister for Finance and Local Government states the following:- “As you know the funding announced in the Chancellor’s autumn statement was not sufficient to protect public service budgets against the immense challenges caused by record inflation. While there was some additional funding for Wales in the Autumn Statement – £1.2bn over two years – almost half of this came from decisions made about non-domestic rates policy in England. This will not fill the big gaps in Wales’ settlement over the three-year spending review period (2022-23 to 2024-25).” The increase in our funding is welcomed, but it does not cover the full increase in costs that the Council faces for 2023/24 and beyond. Please note the settlement for Powys for 23/24 equates to an uplift of 8.7% i.e. £18.298m, the precise details of the settlement are currently being worked through and the implications of the greater than anticipated award will be considered by Cabinet as it finalises the budget proposal.
