Does dim crynodeb o'r cyfarfod hwn eto. Caiff crynodebau eu hysgrifennu pan fydd y cyngor yn cyhoeddi'r cofnodion, sef ei gofnod swyddogol o'r hyn a benderfynodd cyfarfod. Maen nhw fel arfer yn ymddangos ychydig wythnosau ar ôl y cyfarfod.
.1 Everyone was welcomed to the meeting.
.1 Apologies for absence were received from: • Carwyn Jones-Evans (Growing Mid Wales) • John Forsey (Powys County Council) • Matt Perry (Powys County Council)
.1 There were no declarations of interest.
.1 It was agreed to add an Action Log to the minutes.
.1 The reports relating to items 3-4 contained exempt information as defined in paragraph 14 of Part 4 of Schedule 12A to the Local Government Act 1972 as amended by the Local Government (Access to information) (Variation) (Wales) Order 2007. The following minutes contain some information from the written and verbal reports but do not contain any exempted information. 5.2 A minor update to the circulated report was noted. This would be added to the report and it would be recirculated to Members with the minutes. 5.3 The region was now firmly within Quarter 1, and on-the-ground delivery of schemes had officially commenced across both Local Authorities. 5.4 Work was ongoing to the forward programme of Year 2 of the Regional Transport Fund. Officers of both Local Authorities and the CJC would be meeting before the end of the month to draft a Year 2 Regional Transport Fund proposal. We are operating under the assumption that funding levels remain consistent with Year 1 and we will bring a prioritised list back to the next Subcommittee to ensure that we are fully prepared for the November draft submission deadline to the Welsh Government. 5.5 A letter had been sent from the Subcommittee to the new Deputy Minister for Transport, dated 25/06/2026, to seek clarification on next year’s budget, set out the progress being made in Mid Wales and the importance of continued funding to the economy and prosperity of the region. The Members discussed some of the points that had been made in the letter: 5.6 The letter had made it clear that we feel that Active Travel is very urbanised and is not reflective of what our needs are in the rural communities of Ceredigion and Powys. It is also not reflective enough on tourism and what our needs are for cycling between one community and another. It is very focused on buses, taxis, bikes and walking in urban areas, but we feel there is a big gap in connecting those communities together, when we know that there are areas that cyclists can use, and we would like to see those extended as much as possible, especially on our C roads and unclassified roads. 5.7 Another paragraph in the letter requested that the RTP aligns more with the Growing Mid Wales project as a whole. There are growth projects in Horeb and Newtown, for example, and people are going to move to these areas, so the criteria of the RTP needs to fit around that as well – to ensure we are allowing people to get to these places of work by means other than just the car. 5.8 Recommendation 1 – • That the CJC Regional Transport Subcommittee notes the progress made on Quarter 1 expenditure profiles, major scheme delivery and planning for Year 2 of the Regional Transport Fund. • A vote was taken and the recommendation was unanimously agreed. 5.9 Recommendation 2 – • That the CJC Regional Transport Subcommittee notes and formally approves the proposed 2026/27 operational CJC programme management and administration budget and local authority distributions as outlined in Section 3.0 of this report. • A vote was taken and the recommendation was unanimously agreed.
.1 It was agreed that this item would take the form of an update from Project Leads in each Local Authority at this meeting and going forwards – covering progress completed so far and looking ahead as far as practical regarding programme and Year 2 funding. 6.2 The following updates are brief summaries and are not exhaustive: 6.3 Ceredigion – EW gave an update – • Phase 3 of the Waunfawr to IBERS Active Travel link has been awarded. It will be the final phase and will link Bow Street to Aberystwyth and Penrhyncoch. • Plascrug Bridge – The public consultation showed a strong preference for a replacement bridge in its current location, so we are now progressing to full design. • We have gone to tender on the Cefn Llan path upgrade in Aberystwyth. • We are looking at land purchases for the Ystwyth Trail. • It is critical that we get confirmation of Year 2 funding for Ridgeway Roundabout in early Autumn, as we cannot break ground until we know we have the full allocation. • Pont Rhiwarthen was progressing. • Unadopted roads was progressing. • Bus Infrastructure was progressing. It is a multi-year programme. 15 sites have been planned this year and bus shelters have been ordered. • We are working alongside TfW on the Aberystwyth bus interchange infrastructure improvements. • EV charging was progressing well. We are asking to move some of the money between the two categories because we think we can do more on residential streets than in public car parks. • Road Safety was progressing well. 6.4 Powys – SJ, VG and SLJ gave an update – • Brecon Town Centre – There would be a little more work on the design and further engagement with businesses on the Phase 2 stretch prior to tendering towards end of July, with work to commence again on the site in the autumn. • Glasbury Bridge – We have had an updated estimate from the consultants on what they have been doing in terms of the deck replacement, which is substantially more than we had envisaged. We are currently taking stock of our options and reworking the business case, which will be taken to Capital Oversight Board in Powys. • Newtown Riverside – Has been tendered. We are waiting for NRW to give permission for us to go in and do the works. • Moving into the next phase of flood resilience work with Atkins. • Further consultation on Newtown Central with a view to starting works in the autumn. • Brecon-Groesffordd – Ready to go to tender on the first phase. • Bus Infrastructure was progressing. For the first quarter there were 8 shelter replacements in the programme and timetable post replacements for various locations across the county. 6.5 General points were made about: • Concerns about Year 2, Year 3 and Year 4 allocations, with the big-ticket items both Authorities have coming up. • Inflationary pressures and rise in tender returns due to the knock-on effects of the rise in fuel prices on manufacturing, transport of parts, etc.
.1 AM was welcomed to the meeting and gave a report on the Regional Transport Plan Communication Plan. There was a discussion and the following points were made: 7.2 There are a lot of good news stories that could be presented to the general public. One of the of the best ways in which these messages can be put across is by having short videos showing completed schemes, with someone standing in front and describing the benefits. This format works extremely well on social media. 7.3 For larger schemes, periodic updates showing the progression of the scheme through its various stages can help build interest and understanding, especially in cases where there may be road works or road closures that are only a temporary inconvenience. It was noted that drone flybys and time lapse photography of construction work have good engagement on social media. We need to understand our audience. Podcasts are another good way of getting the message out. If partner organisations are already promoting schemes, it is worth asking them to tag us in or share a link for us to include on our social media – Brecon was a case in point, as there is a local newsletter for the project. 7.4 The Chair suggested that, at the end of any press release or statement, there is a paragraph that says what the RTP is about – what are we spending this money on and why are we spending it? – e.g. “What the Mid Wales Transport Plan is doing for you”. People do not like acronyms, so it is best not to use them. 7.5 AM asked that anyone sending a request for press release or social media coverage first consider a number of points: What is the call of action? Who does the message need to go to? Can we have something visual (short, sharp and to the point)? 7.6 It was noted that we need to manage expectations as a Subcommittee in terms of the resources we have available to promote good news stories. There is a lot of work already being done for Growing Mid Wales and additional capacity would require additional resources. 7.7 It was noted that we need to be realistic in our communications about the larger projects, which can take a long time to come to fruition. We want to be ambitious, but it has to achievable and we need to manage expectations. 7.8 Recommendations (From the Communications Update and Plan) – • That we implement a Communications Plan from July 2026. • Deliver coordinated regional and project-level communications. • Continue working with project leads to align communications with delivery • Milestones. • Monitor performance and refine approach as required. The above recommendations were unanimously agreed. 7.9 Additionally, the Chair asked that future publicity forms a key part of the project plans – including ensuring that photos and video are taken to capture all stages of the project.
.1 The Chair asked for this to be added as a standing item. 8.2 It was agreed to highlight the need for confirmation on Year 2 funding for the larger multi-year construction projects where we need the money guaranteed, otherwise we cannot start. 8.3 It was agreed to report back to the main CJC that we do not currently have the resources to ensure we can spend enough time publicising the good news stories.
.1 A brief update on the Tour de France coming to Powys in 2027 was given. It is an exciting event for the area, and there are a lot of different organisations working on this. The Chair asked if a presentation on this could be arranged for the next meeting. 9.2 Some general points were noted: • How can the Regional Transport Plan support the event? • There is likely to be a large amount of rubbish left in lay-bys etc., so there was a need to plan ahead for this. There would be plans for all aspects of the event, so this would come under that. • Gazebos could potentially be considered to help shade the stewards etc., who are supporting the event and working for long periods in the sun. Perhaps we could put our logos on these or publicise the RTP. • There needs to be good communication as to where people can go to watch the event as well as where people cannot go during the event. • There needs to be good communication on any changes of bus routes. • There is also the Tour of Britain coming to Powys in August 2026.
.1 We have written to the WG to ask for confirmation of the funding for Year 2, as we need confidence going forward that we have this funding, so we can continue to plan. All present agreed that if this is not covered in the reply, then we should continue to press for an answer. 10.2 SC would be meeting with the Minister in August. It is a meet and greet, as the Minister is going round each Local Authority, and he recommended that the Powys Members also look out for this.
.1 There was no other business.
.1 Proposed alteration to next 2 dates, so that the meetings are in sync with the quarterly reports: • Wednesday 21 October 2026, 10:00 (moved from 7th) – agreed • Wednesday 27 January 2027, 10:00 (moved from 13th) – agreed 12.2 The following date will remain as scheduled: • Wednesday 10 March 2027, 10:00
